September 9, 2021 Pathways Committee Meeting Minutes Present: Justin Hage, Craig Melton, Mark McDonald and Wayne DeLong Approval of minutes Presentation by Wayne DeLong Discussion of tax increment finance (TIF) districts and funding for trails Trails must be in TIF district, contiguous to the TIF district or for the benefit of the TIF district Example of Holliday Farm TIF and possibility of bridge over 421 Discussion of bilateral engagement between RDC and Pathways Committee (i.e. have RDC member(s) present at Pathways Committee meeting) Discussion of waiver for pathways in recent Holliday Farms phase (Wayne’s department did not support) Shared ideas of Pathways Committee with Wayne Community Development Corporation is land-owner of pathways in Creekside Corporate Park Could consult with CDC and Parks Dept Attorney about alcohol on trails owned by CDC Discussion of Zionsville Gateway Project and trails Discussion about east-west trail along Hunt Club Road then connecting into Royal Run
