MEETING MEMORANDA
FOR
Monday, May 15, 2017 at 7:30 AM

Members Present: Elizabeth Hopper, President; Josh Garrett, Vice-President; Kevin Spees, Susana Suarez, and Bryan Traylor
Members Absent: Jeff Papa, Tom Schuler
Also Present: Tim Haak, Mayor; Ed Mitro, Deputy Mayor; Heather Willey, Town Attorney; Amy Lacy, Director of Finance & Records and
Town Department Staff.
1. OPENING

2. APPROVAL OF THE MEMORANDUM OF THE May 1, 2017 REGULAR MEETINGS (copy posted).’
COUNCIL ACTION: Vice President Garrett moved to approve the Memoranda of the May 1, 2017 Town Council Meeting.
Councilor Traylor seconded the motion.
The Memoranda of the March 20, 2017 meeting was approved by a vote of four in favor, zero opposed.
3. REQUEST TO SPEAK
Councilor Suarez joined the meeting at this time.
Zionsville resident Lee Ann Biggs spoke on behalf of the Library Board. She requested an appointment be made to the Library
Board by the Town Council. Discussion followed regarding the appointing authority for one of the two Town appointments to the
Board.

5. NEW BUSINESS - None
A. Consideration of an Additional Appropriation Resolution appropriating $300,000.00 from the Motor Vehicle Highway Fund to
reimburse Boone County for road rehabilitation projects within the rural Zionsville District using their Community Crossings
Grant funding capacity.(PUBLIC HEARING) RESOLUTION #2017-14
Streets and Stormwater Superintendent Lance Lantz reviewed Resolution #2017-14, giving a brief explanation of the need for
the Additional Appropriation.
With Proof of Publication for a Public Hearing noted, President Hopper opened the Public Hearing for comment.
With no public comment, President Hopper closed the Public Hearing and called for discussion or a motion.
COUNCIL ACTION: Councilor Traylor moved to approve Resolution #2017-14. Vice-President Garrett seconded the motion.
Resolution #2017-14 was approved by a vote of five in favor, zero opposed.
B. Consideration of an Additional Appropriation Resolution appropriating $10,000.00 from the Food & Beverage Fund to provide
an economic development incentive to Lewellyn Technology to assist in an expansion project.(PUBLIC HEARING)
RESOLUTION # 2017-15
Deputy Mayor Mitro reviewed Resolution #2017-15, giving a brief explanation of the need for the Additional Appropriation. He
explained that this Appropriation was approved in 2016, but Lewellyn Technology did not present an invoice until 2017 so the
2016 funds were not encumbered for 2017.
With Proof of Publication for a Public Hearing noted, President Hopper opened the Public Hearing for comment.
With no public comment, President Hopper closed the Public Hearing and called for discussion or a motion.
COUNCIL ACTION: Councilor Suarez moved to approve Resolution #2017-15. Councilor Spees seconded the motion.
Resolution #2017-15 was approved by a vote of five in favor, zero opposed.
6. OTHER MATTERS
Vice-President Garrett presented appointments for several board and committees.
President Hopper called for a motion to accept those appointments as presented.
COUNCIL ACTION: Vice-President Garrett moved to accept the appointments as presented. Councilor Suarez seconded the
motion. The motion was approved by a vote of five in favor, zero opposed.
Parks and Recreation Superintendent Matt Dickey gave a short presentation regarding the Zionsville Nature Center’s 15 th
Anniversary for which there will be a celebration on Saturday, May 20, 2017 from 1:00 to 4:00 pm at the Nature Center. He
introduced a limited edition Nature Center Anniversary tote bag. He explained that the bags would be available to the public at the
Nature Center for a donation of $50.00. He then presented the Mayor and each Council member with a bag.
7. ADJOURN
COUNCIL ACTION: Vice-President Garrett moved to adjourn the meeting and Councilor Suarez seconded the motion. The motion
was approved by a vote of five in favor, zero opposed.
The next regular Town Council meeting is scheduled for Monday June 5, 2017 @ 7:00 PM in the Zionsville Town Hall Beverly
Harves Meeting Room.
