MEETING MEMORANDA
FOR

Members Present: Elizabeth Hopper, President; Josh Garrett, Vice-President; Jeff Papa; Tom Schuler; Kevin Spees; Susana Suarez;
Bryan Traylor
Members Absent: None
Also Present: Tim Haak, Mayor; Ed Mitro, Deputy Mayor; Adam Steuerwald, Town Attorney; Amy Lacy, Director of Finance & Records
and Town Department Staff.
1. OPENING
A. Call meeting to order

2. APPROVAL OF THE MEMORANDUM OF THE May 15, 2017 REGULAR MEETING (copy posted).
COUNCIL ACTION: Vice-President Garrett moved to approve the Memoranda of the May 15, 2017 Town Council Meeting.
Councilor Spees seconded the motion.
The Memoranda of the May 15, 2017 meeting was approved by a vote of seven in favor, zero opposed.
3. DEPARTMENTAL MONTHLY REPORTS
Monthly Reports submitted by the Town Management staff for Council review and posted on the Town’s website
(www.zionsville-in.gov).
4. SWEARING IN NEW POLICE OFFICER – JACK CALLAHAN
Chief Knox introduced Officer Callahan and Deputy Mayor Ed Mitro swore Officer Callahan in.
5. REQUEST TO SPEAK
There being no Request to Speak cards submitted, President Hopper requested that anyone wishing to speak on any issue please
step forward at this time. No response was given from the audience.
6. OLD BUSINESS - None
7. NEW BUSINESS
A. Consideration of an Additional Appropriation and Reduction of Funds Resolution (PUBLIC HEARING).
RESOLUTION #2017-16
Mark Adam of Crowe Horwath presented the Resolution, explaining that it was a fund cleanup resolution and not new
money being requested. He explained the purpose and need for each item, answering questions from the Council. (See
attached explanatory memo from Mark Adam)
With Proof of Publication for a Public Hearing noted, President Hopper opened the Public Hearing for comment.
With no public comment, President Hopper closed the Public Hearing and called for discussion or a motion.
COUNCIL ACTION: Vice-President Garrett moved to approve Resolution #2017-16. Councilor Suarez seconded the
motion.
Resolution #2017-16 was approved by a vote of six in favor, one opposed, with Councilor Schuler opposing.
8. OTHER MATTERS
There were no other matters to be discussed.
9. APPROVAL OF CLAIMS
Councilor Papa questioned the increase in claims for Public Assistance. Director of Finance and Records Amy Lacy explained that
this was due to an emergency situation requiring the transport of mobile homes from a trailer park due to an order from the Board
of Health.
COUNCIL ACTION: Councilor Suarez moved to approve claims as presented. Councilor Traylor seconded the motion.
Claims were approved by a vote of seven in favor, zero opposed
10. ADJOURN
COUNCIL ACTION: Councilor Spees moved to adjourn the meeting and Councilor Suarez seconded the motion. The motion was
approved by a vote of seven in favor, zero opposed.
The next regular Town Council meeting is scheduled for Monday June 19, 2017 @ 7:30 AM in the Zionsville Town Hall Community
Room.
