ZIONSVILLE TOWN COUNCIL MEETING MEMORANDA FOR Monday, November 6, 2017 at 7:00 PM New Zionsville Town Hall Council Chamber 1100 West Oak Street Date of Preparation: 11.07.2017 Members Present: Josh Garrett, President; Bryan Traylor, Vice-President; Elizabeth Hopper, Jason Plunkett, and Susanna Suarez Members Absent: Kevin Spees and Tom Schuler Also Present: Tim Haak, Mayor; Ed Mitro, Deputy Mayor; Heather Willey, Town Attorney; Amy Lacy, Director of Finance & Records; Mark Adam and Rebecca Zakowski, Crowe Horwath and Town Department Staff. 1. OPENING A. Call meeting to order B. Pledge of Allegiance 2. APPROVAL OF THE MEMORANDUM OF THE October 23, 2017 REGULAR MEETING and the October 30, 2017 SPECIAL MEETING (copies posted). COUNCIL ACTION: Councilor Hopper moved to approve the Memoranda of the October 23, 2017 and October 30, 2017 Town Council Meeting. Vice-President Traylor seconded the motion. The Memoranda of the October 23, 2017 and October 30, 2017 meeting were approved by a vote of five in favor, zero opposed. 3. DEPARTMENTAL MONTHLY REPORTS Monthly Reports submitted by the Town Management staff for Council review on November 3, 2017 and posted on the Town’s website (www.zionsville-in.gov). 4. SWEARING IN OF NEW POLICE OFFICERS DANIEL BROWN AND THOMAS LUCAS – Chief Robert Knox introduced Officer Brown and Officer Lucas. Mayor Tim Haak swore the officers in. 5. REQUEST TO SPEAK There were no requests to speak. 6. OLD BUSINESS – None 7. NEW BUSINESS A. Consideration of an Additional Appropriation Resolution of $100,000 from the General Fund for the Town Hall parking lot, Town Hall driveway, and sidewalk to connect the new building to Oak Street (PUBLIC HEARING) .RESOLUTION #2017-26 Chief VanGorder Reviewed Resolution #2017-26 and the need for the additional appropriation in order to complete the entrance drive, parking lot, storm inlet changes and sidewalks, noting that the unexpected need to address poor soil conditions beneath the existing parking lot had incurred additional costs not in the original Town Hall budget. Chief VanGorder answered questions from the Council. With Proof of Publication for a Public Hearing noted, President Garrett opened the Public Hearing for comment. With no public comment, President Garrett closed the Public Hearing and called for discussion or a motion. COUNCIL ACTION: Councilor Traylor moved to approve Resolution #2017-26. Councilor Suarez seconded the motion. Resolution #2017-26 was approved by a vote of five in favor, zero opposed. B. Consideration of a Resolution of the Town Council Approving one or More Series of Zionsville Redevelopment Authority Economic Development Lease Rental Funding Bonds, Approving an Amendment to Lease and Taking Other Action Related Thereto. RESOLUTION #2017-27 Attorney Heather Willey reviewed Resolution #2017-27, explaining the background and process. Becca Zakowski of Crowe Horwath answered questions from the Council and detailed the cost savings of about $45,000.00 the first year and $448,189.00 over the life of the bond. COUNCIL ACTION: Councilor Suarez moved to approve Resolution #2017-27. Councilor Hopper seconded the motion. Resolution #2017-27 was approved by a vote of five in favor, zero opposed. C. Consideration of an Ordinance Establishing the Compensation to be paid to Officials and Employees of the Town of Zionsville, Indiana for Fiscal Year 2018 (Salary Ordinance) (FIRST READING). ORDINANCE #2017-15 Deputy Mayor Ed Mitro reviewed the Salary Ordinance #2017-15. President Garrett asked Deputy Mayor Mitro for confirmation that Mayor Haak would not be receiving a salary increase for the second year in a row. Deputy Mayor Mitro confirmed that though an increase was built into the budget, Mayor Haak had noted that he would not accept an increase in 2018. President Garrett noted for the record that he felt Mayor Haak should accept an increase. COUNCIL ACTION: Councilor Suarez moved to introduce Ordinance # 2017-15 on first reading. Councilor Traylor seconded the motion. The motion passed with a vote of five in favor, zero opposed. Ordinance 2017-15 was introduced on first reading. No further action taken. 8. OTHER MATTERS There were no other matters to discuss. 9. APPROVAL OF CLAIMS COUNCIL ACTION: Councilor Traylor moved to approve claims as presented. Councilor Suarez seconded the motion. Claims were approved by a vote of five in favor, zero opposed. 10. ADJOURN COUNCIL ACTION: Councilor Hopper moved to adjourn the meeting and Councilor Plunkett seconded the motion. The motion was approved by a vote of five in favor, zero opposed.
