ZIONSVILLE TOWN COUNCIL MEETING MEMORANDA FOR Tuesday September 04, 2018 at 7:00 PM Zionsville Town Hall Council Chamber 1100 West Oak Street Date of Preparation: September 6, 2018 Members Present: Josh Garrett, President; Bryan Traylor, Vice-President; Jason Plunkett, Kevin Spees, and Elizabeth Hopper Members Absent: Tom Schuler, Susana Suarez Also Present: Tim Haak, Mayor; Ed Mitro, Deputy Mayor; Adam Steuerwald, Town Attorney; Amy Lacy, Director of Finance & Records and Town Department Staff. 1. OPENING A. Call meeting to order B. Pledge of Allegiance 2. APPROVAL OF THE MEMORANDUM OF THE AUGUST 20, 2018 REGULAR MEETING (copy posted). COUNCIL ACTION: Councilor Hopper moved to approve the Memoranda of the August 20, 2018 Town Council Meeting. Councilor Spees seconded the motion. The Memoranda of the August 20, 2018 meeting was approved by a vote of five in favor, zero opposed. 3. DEPARTMENTAL AUGUST MONTHLY REPORTS – Reports are submitted by the Town Management staff for Council review and posted on the Town website (www.zionsville-in.gov). 4. REQUEST TO SPEAK There were no requests to speak 5. OLD BUSINESS A. Consideration of a Zone Map Change Ordinance to rezone approximately 14.56 acres from the Urban (B-2) Business Zoning District to the Urban Residential (R-MF-2) Multi-Family Zoning Classification (recommendation of approval from the Zionsville Plan Commission). ORDINANCE #2018-16 (Continued from the August 6, 2018 Town Council Meeting). Citing correspondence received from the petitioner requesting a continuance on the matter, President Garrett stated that he would allow consideration of Ordinance #2018-16 to be continued to the October 1, 2018 regular Town Council meeting. 6. NEW BUSINESS A. Consideration of a Zone Map Change Ordinance to rezone approximately 80 acres from the Rural (AG) Agricultural Zoning District to the Rural (I-1) Light Industrial Zoning Classification. (Becknell Service, LLC – recommendation of approval from the Zionsville Plan Commission) ORDINANCE #2018-19 Director of Planning and Economic Development Wayne DeLong reviewed Ordinance #2018-19, stating that it came to the Council with a unanimous favorable recommendation from the Zionsville Plan Commission. Director DeLong answered questions from the Council. COUNCIL ACTION: President Garrett moved to adopt Ordinance #2018-19 on final reading. Vice-President Traylor seconded the motion. Ordinance #2018-19 was adopted on final reading by a vote of five in favor, zero opposed. B. Consideration of a Zone Map Change Ordinance to rezone approximately 27.50 acres from the Urban (R-SF-2) Residential Single-family Zoning District to the Urban (SU-7) Special Use Zoning Classification. (BHI Senior Living, Inc. – recommendation of approval from the Zionsville Plan Commission) ORDINANCE #2018-20 Director of Planning and Economic Development Wayne DeLong reviewed Ordinance #2018-20, stating that it came to the Council with a unanimous favorable recommendation from the Zionsville Plan Commission. Director DeLong answered questions from the Council. At Council’s request Roger Kilmer, Land Use Consultant for the petitioner, answered questions from the Council. Discussion followed. President Garrett expressed his concerns that the BHI campus continues to grow in a way that is not growing the tax base and stressed his expectations that BHI would keep that in mind for future growth. COUNCIL ACTION: Vice-President Traylor moved to adopt Ordinance #2018-20 on final reading. President Garrett seconded the motion. Ordinance #2018-20 was adopted on final reading by a vote of five in favor, zero opposed. 7. OTHER MATTERS There were no other matters to discuss. 8. APPROVAL OF CLAIMS COUNCIL ACTION: Councilor Hopper moved to approve claims as presented. Councilor Plunkett seconded the motion. Claims were approved by a vote of five in favor, zero opposed. 9. ADJOURN COUNCIL ACTION: President Garrett moved to adjourn the meeting. Councilor Hopper seconded the motion. The motion was approved by a vote of five in favor, zero opposed.
