ZIONSVILLE TOWN COUNCIL MEETING MEMORANDA FOR Monday August 20, 2018 at 7:30 AM Zionsville Town Hall Council Chamber 1100 West Oak Street Date of Preparation: August 20, 2018 Members Present: Josh Garrett, President; Jason Plunkett, Kevin Spees, Elizabeth Hopper, and Susana Suarez Members Absent: Bryan Traylor, Tom Schuler Also Present: Tim Haak, Mayor; Ed Mitro, Deputy Mayor; Heather Willey, Town Attorney; Amy Lacy, Director of Finance & Records and Town Department Staff. 1. OPENING A. Call meeting to order B. Pledge of Allegiance 2. APPROVAL OF THE MEMORANDUM OF THE AUGUST 06, 2018 REGULAR MEETING (copy posted). COUNCIL ACTION: Councilor Spees moved to approve the Memoranda of the August 6, 2018 Town Council Meeting. Councilor Plunkett seconded the motion. The Memoranda of the August 6, 2018 meeting was approved by a vote of four in favor, zero opposed. 3. REQUEST TO SPEAK 4. OLD BUSINESS A. Consideration of an Ordinance adopting Boone County Code Sections Relating to Animal Control (SECOND READING/ADOPTION). ORDINANCE #2018-18 Deputy Mayor Mitro briefly reviewed Ordinance #2018-18. COUNCIL ACTION: Councilor Hopper moved to adopt Ordinance #2018-18 on final reading. Councilor Spees seconded the motion. Ordinance #2018-18 was adopted on final reading by a vote of four in favor, zero opposed Councilor Suarez joined the meeting at this time. 5. NEW BUSINESS A. Consideration of an Appeal of an Encroachment Permit for a Residential Deck and Fencing (The Sanctuary at 121 st Street, Lot 34 – 11794 Avedon Way). Homeowner Sara Mark presented her appeal to the Council. Street and Stormwater Superintendent Lance Lantz briefly presented staff’s response and recommendation. Discussion followed. Superintendent Lantz, Sara Mark and her contractor Scott Plummer answered questions from the Council. COUNCIL ACTION: President Garrett moved to deny the Appeal. Councilor Hopper seconded the motion. The Appeal was denied by a vote of four in favor, one opposed, with Councilor Plunkett opposing. 6. OTHER MATTERS There were no other matters to discuss. 7. ADJOURN COUNCIL ACTION: Councilor Suarez moved to adjourn the meeting and Councilor Hopper seconded the motion. The motion was approved by a vote of five in favor, zero opposed. The next regular Town Council meeting is scheduled for Tuesday September 04, 2018 at 7:00 PM in the Zionsville Town Hall Council Chambers (note date shift due to the Labor Day Holiday).
