MEETING MEMORANDA
FOR
Monday October 22, 2018 at 7:30 AM

Members Present: Josh Garrett, President; Bryan Traylor, Vice-President; Jason Plunkett, Kevin Spees, and Elizabeth Hopper
Members Absent: Tom Schuler and Susana Suarez
Also Present: Tim Haak, Mayor; Ed Mitro, Deputy Mayor; Heather Willey, Town Attorney; Amy Lacy, Director of Finance & Records;
Mark Adam and Rebecca Zakowski, Crowe; and Town Department Staff.
1. OPENING
A. Call meeting to order

2. APPROVAL OF THE MEMORANDUM OF THE OCTOBER 01, 2018 REGULAR MEETING (copy posted).
COUNCIL ACTION: Councilor Spees moved to approve the Memoranda of the October 1, 2018 Town Council Meeting.
Councilor Hopper seconded the motion.
The Memoranda of the October 1, 2018 meeting was approved by a vote of four in favor, zero opposed.
3. REQUEST TO SPEAK
There were no requests to speak.
Vice-President Traylor joined the meeting at this time.
4. UPDATE ON THE BOONE COUNTY ECONOMIC DEVELOPMENT COMMISSION –
Executive Director Molly Whitehead gave an update on the work the Boone County Economic Development Commission is doing
on behalf of the Town of Zionsville. She also highlighted several Boone County projects currently in the works.
5. OLD BUSINESS
A. Consideration of the 2019 Budget for the Town of Zionsville, Indiana (SECOND READING).
ORDINANCE #2018-21
Deputy Mayor Mitro gave a very brief overview of the proposed budget, emphasizing that the budget was fully funded and
the Town’s fund balances and cash reserves were extremely healthy.
COUNCIL ACTION: Vice-President Traylor moved to adopt Ordinance #2018-21. Councilor Spees seconded the
motion. Ordinance #2018-21 was adopted on final reading by a vote of five in favor, zero opposed.
6. NEW BUSINESS
A. Consideration of the 2019 Salary Ordinance for the Town of Zionsville (FIRST READING).
ORDINANCE #2018-22
Deputy Mayor Mitro reviewed the 2019 Salary Ordinance stating that there were no significant changes to the 2019
Ordinance as compared to the 2018 Salary Ordinance. He answered questions from the Council.
COUNCIL ACTION: President Garrett moved to introduce Ordinance # 2018-22 on first reading. Councilor Hopper
seconded the motion. The motion passed with a vote of five in favor, zero opposed. Ordinance 2018-22 was introduced
on first reading. No further action taken.
7. OTHER MATTERS
There were no other matters to discuss.
8. ADJOURN
COUNCIL ACTION: Councilor Hopper moved to adjourn the meeting. Councilor Spees seconded the motion. The motion was
approved by a vote of five in favor, zero opposed.
The next regular Town Council meeting is scheduled for Monday November 05, 2018 at 7:00 PM in the Zionsville Town Hall
Council Chambers.
