ZIONSVILLE TOWN COUNCIL MEETING MEMORANDA FOR Tuesday, February 19, 2019 at 7:30 AM Zionsville Town Hall Council Chamber 1100 West Oak Street Date of Preparation: February 19, 2019 Members Present: Josh Garrett, President; Elizabeth Hopper, Jason Plunkett, Tom Schuler, Kevin Spees and Susana Suarez Members Absent: Bryan Traylor Also Present: Tim Haak, Mayor; Ed Mitro, Deputy Mayor; Adam Steuerwald, Town Attorney; Amy Lacy, Director of Finance & Records and Town Department Staff 1. OPENING A. Call meeting to order B. Pledge of Allegiance 2. APPROVAL OF THE MEMORANDUM OF THE February 04, 2019 REGULAR MEETING (copy posted). COUNCIL ACTION: President Garrett moved to approve the Memoranda of the February 4, 2019 Town Council Meeting. Councilor Spees seconded the motion. The Memoranda of the February 4, 2019 meeting was approved by a vote of six in favor, zero opposed. 3. REQUEST TO SPEAK There were no requests to speak 4. OLD BUSINESS A. Consideration of an Ordinance concerning the additions and improvements to the sewage works of the Town of Zionsville, and the issuance of revenue bonds to provide the cost thereof. (SECOND READING AND ADOPTION) ORDINANCE #2019-01 Deputy Mayor Mitro presented the Ordinance, Wastewater Superintendent Barry Cook and Deputy Mayor Mitro answered questions from the Council. COUNCIL ACTION: Councilor Suarez moved to adopt Ordinance #2019-01. Councilor Spees seconded the motion. Ordinance #2019-01 was adopted on final reading by a vote of six in favor, zero opposed. B. Consideration of an Ordinance Vacating Portions of Public Right-of-way within Zionsville’s corporate boundaries (Bobbitt petition). (SECOND READIING AND ADOPTION) ORDINANCE #2019-02 Deputy Mayor Mitro presented the Ordinance and confirmed that the neighbors had no objection to the petitioner’s request. COUNCIL ACTION: Councilor Suarez moved to adopt Ordinance #2019-02. Councilor Plunkett seconded the motion. Ordinance #2019-02 was adopted on final reading by a vote of six in favor, zero opposed. 5. NEW BUSINESS - NONE 6. OTHER MATTERS Mayor Haak announced to the Council that Samantha Spencer had been appointed to finish out the term of former Zionsville Town Court Judge Erika Singler. He offered a brief bio on Judge Spencer and confirmed that she would also run in the 2019 primary election. President Garrett asked Councilors to sign the Annual Certification of Nepotism Policy and return them to Finance and Records Director Amy Lacy. Director Lacy distributed the annual list of Cancellation of Warrants to Councilors, explaining that pursuant to IC 5-11-10.5 all checks outstanding for a period of two years were considered void and the funds were receipted back into the fund from which they were originally drawn. 7. ADJOURN COUNCIL ACTION: President Garrett moved to adjourn the meeting. Councilor Hopper seconded the motion. The motion was approved by a vote of six in favor, zero opposed.
