ZIONSVILLE TOWN COUNCIL MEETING MEMORANDA FOR Monday, April 08, 2019 at 7:00 PM Zionsville Town Hall Council Chamber 1100 West Oak Street Date of Preparation: April 10, 2019 Members Present: Josh Garrett, President; Bryan Traylor, Vice-President; Elizabeth Hopper, Jason Plunkett, Tom Schuler, Kevin Spees and Susanna Suarez Also Present: Ed Mitro, Deputy Mayor; Heather Willey, Town Attorney; Amy Lacy, Director of Finance & Records; and Town Department Staff. 1. OPENING A. Call meeting to order B. Pledge of Allegiance 2. APPROVAL OF THE MEMORANDUM OF THE March 18, 2019 REGULAR MEETING (copy posted). COUNCIL ACTION: President Garrett moved to approve the Memoranda of the March 18, 2019 Town Council Meeting. Councilor Plunkett seconded the motion. The Memoranda of the March 18, 2019 meeting was approved by a vote of six in favor, zero opposed. Councilor Suarez joined the meeting at this time. 3. DEPARTMENTAL MARCH REPORTS – Reports are submitted by the Town Management staff for Council review and posted on the Town website (www.zionsville-in.gov). 4. PRESENTATION BY ZIONSVILLE COMMUNITY SCHOOLS Zionsville Community School Superintendent Dr. Scott Robison began his presentation by asserting that the Zionsville Community School Corporation was looking backward with pride and forward with a plan. Dr. Robinson, Chief Financial Officer Mike Shafer and Chief Operations Officer Becky Coffman presented their goals and plans for Zionsville Community Schools going forward. These plans include a new elementary school by 2022 and thirty-two more classrooms for the high school by 2023. They explained how they were handling growth while maintaining a stable school tax rate. Dr. Robinson underscored the school district’s proven record of financial stewardship by citing the fact that Zionsville is one of only two school districts in the State of Indiana with a AA credit rating. Discussion followed. Dr. Robinson, COO Coffman and CFO Shafer answered questions from the Council. 5. SWEARING IN OF NEW POLICE OFFICERS Chief Robert Knox introduced James Stiles and Cameron Smith. At the request of Chief Knox, Deputy Mayor Mitro administered the Oath of Office to the two new officers. 6. REQUEST TO SPEAK There were no requests to speak 7. OLD BUSINESS – NONE 8. NEW BUSINESS A. Consideration of an Ordinance Regulating the Firing or Discharge of Weapons (FIRST READING). ORDINANCE #2019-08 Representing the Safety Board, Vice-President Traylor presented Ordinance #2019-08. Vice-President Traylor and Attorney Heather Willey shared background regarding the origins of the proposed ordinance, its contents and its purpose. Discussion followed. Vice- President Traylor and Attorney Willey answered questions from the Council. COUNCIL ACTION: Vice-President Traylor moved to introduce Ordinance # 2019-08 on first reading. Councilor Plunkett seconded the motion. The motion passed with a vote of six in favor, one opposed, with Councilor Schuler opposing. Ordinance #2019-08 was introduced on first reading. No further action taken. B. Consideration of an Ordinance to Amend the Traffic Code of the Town of Zionsville Code of Ordinances – Loading Zone on South First Street (FIRST READING). ORDINANCE #2019-09 Representing the Safety Board, Vice-President Traylor presented Ordinance #2019-09. He explained the changes it represented to the current loading zone restrictions in the existing Traffic Code and the need for the proposed ordinance in order to allow for more parking and to eliminate street blockages during rush hour traffic. He requested stronger enforcement by the Zionsville Police Department if the ordinance were passed. Vice-President Traylor and Deputy Mayor Mitro answered questions from the Council. COUNCIL ACTION: President Garrett moved to introduce Ordinance #2019-09 on first reading. Councilor Suarez seconded the motion. The motion passed with a vote of seven in favor, zero opposed. Ordinance #2019-09 was introduced on first reading. No further action taken. 9. OTHER MATTERS There were no other matters to discuss. 10. APPROVAL OF CLAIMS COUNCIL ACTION: President Garrett moved to approve claims as presented. Councilor Suarez seconded the motion. Claims were approved by a vote of seven in favor, zero opposed. 11. ADJOURN COUNCIL ACTION: Councilor Hopper moved to adjourn the meeting. Councilor Suarez seconded the motion. The motion was approved by a vote of seven in favor, zero opposed.
