ZIONSVILLE TOWN COUNCIL MEETING MEMORANDA FOR Monday, April 15, 2019 at 7:30 AM Zionsville Town Hall Council Chamber 1100 West Oak Street Date of Preparation: April 15, 2019 Members Present: Josh Garrett, President; Bryan Traylor, Vice-President; Elizabeth Hopper, Jason Plunkett, Tom Schuler, and Susana Suarez Members Absent: Kevin Spees Also Present: Tim Haak, Mayor; Ed Mitro, Deputy Mayor; Amy Lacy, Director of Finance & Records; Mark Adam, Crowe LLC; Bruce Donaldson, Barnes & Thornburg and Town Department Staff 1. OPENING A. Call meeting to order B. Pledge of Allegiance 2. APPROVAL OF THE MEMORANDUM OF THE April 08, 2019 REGULAR MEETING (copy posted). COUNCIL ACTION: President Garrett moved to approve the Memoranda of the April 8, 2019 Town Council Meeting. Councilor Suarez seconded the motion. The Memoranda of the April 8, 2019 meeting was approved by a vote of four in favor, zero opposed. 3. PRESENTATION/UPDATE BY THE ZIONSVILLE CHAMBER OF COMMERCE Zionsville Chamber of Commerce Executive Director Lin Moormann provided a brief overview and shared some highlights, improvements and changes within the organization. She explained that the Chamber’s current focus is to advocate, educate and connect and cited many ways they would accomplish these goals. Executive Director Moorman explained that they were beginning to utilize their new website’s capabilities to much more advantage. She cited an updated look for the website, which includes, among other improvements, a calendar and a service page for non- profits to connect with businesses for service projects Councilors Hopper and Plunkett joined the meeting at this time. Executive Director Moorman went on to highlight new programs like seminars for members and workforce development programs, as well as a volunteer staffed Public Relations Ambassador Program to reach out to members. She concluded by saying that, while the Chamber would continue to offer community events like Street Dance and Brick Street Market, the organization would also begin to shift more focus toward supporting the business membership. 4. REQUEST TO SPEAK Director of Finance and Records Amy Lacy stated that there were no requests to speak. 5. OLD BUSINESS A. Consideration of an Ordinance Regulating the Firing or Discharge of Weapons (SECOND READING – CONSIDERATION FOR ADOPTION). ORDINANCE #2019-08 COUNCIL ACTION: Vice-President Traylor moved to adopt Ordinance #2019-08. Councilor Suarez seconded the motion. Ordinance #2019-08 was adopted on final reading by a vote of five in favor, one opposed, with Councilor Schuler opposing. B. Consideration of an Ordinance to Amend the Traffic Code of the Town of Zionsville Code of Ordinances – Loading Zone on South First Street (SECOND READING – CONSIDERATION FOR ADOPTION). ORDINANCE #2019-09 COUNCIL ACTION: President Garrett moved to adopt Ordinance #2019-09. Vice-President Traylor seconded the motion. Ordinance #2019-09 was adopted on final reading by a vote of six in favor, zero opposed. 6. NEW BUSINESS A. Consideration of an Ordinance Authorizing the Refunding of The Town of Zionsville Sewage Works Revenue Bonds of 2010, Series A (FIRST READING). ORDINANCE #2019-10 Deputy Mayor Mitro introduced Ordinance #2019-10, stating that refunding and refinancing the Town of Zionsville Sewage Works Revenue Bonds of 2010, Series A would represent a costs savings to the Town of over $100,000 over the life of the bond. Mark Adam of Crowe reiterated that this refunding opportunity would present an estimated cost savings of $134,000 over the life of the loan or approximately $11,000 per year. In answer to questions from the Council, he stated that the projected interest rate savings was 3.5 percent. He explained that the figures given included all fees incurred in processing the bonds and that the fees would be paid from the proceeds of the bonds. President Garrett asked if there were a time urgency from an interest rate standpoint. On the advice of Councilors Schuler and Traylor, Council agreed to suspend the rules and vote on the ordinance on first reading. COUNCIL ACTION: President Garrett moved to introduce Ordinance #2019-10 on first reading. Vice-President Traylor seconded the motion. The motion passed with a vote of six in favor, zero opposed. President Garrett moved to suspend the rules. Councilor Hopper seconded the motion. The motion passed with a vote of six in favor, zero opposed. President Garrett moved to adopt Ordinance #2019-10 on final reading. Councilor Suarez seconded the motion. Ordinance #2019-03 was adopted by a vote of six in favor, zero opposed. 7. OTHER MATTERS There were no other matters to discuss. 8. ADJOURN COUNCIL ACTION: Councilor Hopper moved to adjourn the meeting. Vice-President Traylor seconded the motion. The motion was approved by a vote of six in favor, zero opposed. The next regular Town Council meeting is scheduled for Monday May 06, 2019 @ 7:00 PM in the Zionsville Town Hall Council Chamber.
