ZIONSVILLE TOWN COUNCIL MEETING MEMORANDA FOR Monday July 15, 2019 at 7:30 AM Zionsville Town Hall Council Chamber 1100 West Oak Street Date of Preparation: July 16, 2019 Members Present: Josh Garrett, President; Bryan Traylor, Vice-President; Elizabeth Hopper, Jason Plunkett, Tom Schuler, Kevin Spees and Susanna Suarez Also Present: Tim Haak, Mayor; Ed Mitro, Deputy Mayor; Heather Willey, Town Attorney; Amy Lacy, Director of Finance & Records; and Town Department Staff. 1. OPENING A. Call meeting to order B. Pledge of Allegiance 2. APPROVAL OF THE MEMORANDUM OF THE JULY 01, 2019 REGULAR MEETING (copy posted). COUNCIL ACTION: Vice-President Traylor moved to approve the Memoranda of the July 1, 2019 Town Council Meeting. Councilor Spees seconded the motion. The Memoranda of the July 1, 2019 meeting was approved by a vote of five in favor, zero opposed. Councilors Plunkett and Schuler joined the meeting at this time. 3. REQUEST TO SPEAK There were no requests to speak. 4. OLD BUSINESS - None 5. NEW BUSINESS A. Consideration of an Additional Appropriation Resolution (Fire Capital Fund – $73,000.00 for mechanical CPR Devices) (PUBLIC HEARING). RESOLUTION #2019-09 Chief VanGorder presented the resolution, explaining the source of funding for the expenditure and the need for the CPR devices. EMS Division Chief Steve Gilliam explained the CPR devices and their use in more detail, emphasizing the lifesaving benefits. Division Chief Gilliam and Chief VanGorder answered questions from the Council. With Proof of Publication for a Public Hearing noted, President Garrett opened the Public Hearing for comment. With no public comment, President Garrett closed the Public Hearing and called for discussion or a motion. COUNCIL ACTION: Councilor Spees moved to approve Resolution #2019-09. Councilor Plunkett seconded the motion. Resolution #2019-09 was approved by a vote of seven in favor, zero opposed. B. Consideration of a Resolution of the Town Council Authorizing Certain Types of Investments. RESOLUTION #2019-10 Director of Finance and Records Amy Lacy presented the resolution, explaining that it was not a new resolution, but instead an annual renewal of the existing investment resolution in accordance with state law. Along with Attorney Heather Willey, she answered questions from the Council. COUNCIL ACTION: Councilor Suarez moved to approve Resolution #2019-10. President Garrett seconded the motion. Resolution #2019-10 was approved by a vote of seven in favor, zero opposed. 6. OTHER MATTERS Steve Carter, Regional Director and Senior Advisor for Senator Mike Braun, thanked the Council for their public service on behalf of Senator Braun. He explained that he was reaching out to the Council and the Mayor in an effort to ensure Senator Braun’s office was available to the community. In addition to this, Mr. Carter said that Senator Braun recently held a mobile office at the local library and would continue to do so in the future. 7. ADJOURN COUNCIL ACTION: President Garrett moved to adjourn the meeting. Councilor Spees seconded the motion. The motion was approved by a vote of seven in favor, zero opposed.
