ZIONSVILLE TOWN COUNCIL MEETING AGENDA FOR Monday July 01, 2019 at 7:00 PM Zionsville Town Hall Council Chamber 1100 West Oak Street Date of Preparation: July 2, 2019 Members Present: Josh Garrett, President; Bryan Traylor, Vice-President; Elizabeth Hopper, Jason Plunkett, Tom Schuler Members Absent: Kevin Spees and Susanna Suarez Also Present: Ed Mitro, Deputy Mayor; Jake Bonifield, Town Attorney; Amy Lacy, Director of Finance & Records; and Town Department Staff. 1. OPENING A. Call meeting to order B. Pledge of Allegiance 2. APPROVAL OF THE MEMORANDUM OF THE JUNE 17, 2019 REGULAR MEETING (copy posted). COUNCIL ACTION: Vice-President Traylor moved to approve the Memoranda of the June 17, 2019 Town Council Meeting. Councilor Hopper seconded the motion. The Memoranda of the June 17, 2019 meeting was approved by a vote of five in favor, zero opposed. 3. DEPARTMENTAL MONTHLY REPORTS – Reports are submitted by the Town Management staff for Council review and posted on the Town website (www.zionsville-in.gov). 4. ZIONSVILLE POLICE DEPARTMENT PRESENTATIONS – Chief Robert Knox A. Oath of Office for new Officer Andrew Railford Chief Knox introduced Andrew Railford. At the request of Chief Knox, Deputy Mayor Mitro administered the Oath of Office to the new officer. B. Presentation of Awards Chief Knox presented the following awards: Unit Citation, Criminal Investigations Division, for outstanding and dedicated work on the Bennett Homicide Investigation Departmental Citation, Zionsville Police Department, for outstanding and dedicated work on the Bennett Homicide investigation Unit Citation, Criminal Investigations Division, for outstanding and dedicated work on the Bond Burglary Investigation Departmental Citation, Zionsville Police Department, for outstanding and dedicated response to Pursuit, Vehicle Theft and Manhunt Unit Citation, Criminal Investigations Division, for outstanding and dedicated work on the Bermudez shooting Shift Citation, Uniform Services Division 3rd Shift, for outstanding and dedicated work on the Bermudez shooting Citation of Excellence, Evidence Technician Sergeant Joe Dennemann, for outstanding and dedicated work 5. UPDATE/PRESENTATION ON ZWORKS ZWorks Executive Director Kate Swanson began by introducing Paul Dreier, Chairman of the Board of ZWorks. She went on to explain what ZWorks has accomplished in its four-year existence. Some highlights offered included $20,000,000 in Venture Capital raised, 225 current members and 75 new jobs created. Paul Dreier concluded the presentation by emphasizing ZWorks’ goal to help grow companies and make them want to remain in Zionsville. He expressed ZWorks’ appreciation to the Town for their involvement and support. 6. REQUEST TO SPEAK There were no requests to speak 7. OLD BUSINESS A. Consideration of an Appeal of an Easement Encroachment Denial (3731 Evergreen Way) (Indecisive vote). Deputy Mayor Mitro introduced the item, stating that the Council had previously heard from both staff and the petitioners at the June 17, 2019 meeting, but that both were available for any further questions. Councilor Plunkett shared observations supporting the appeal. At the request of Councilor Schuler, Streets and Stormwater Superintendent Lance Lantz explained the request and his position to deny the request. Discussion followed. Superintendent Lantz answered questions from the Council. Petitioner Tia Cramer asked what options were available if the appeal were to be denied. Superintendent Lantz answered further questions from Ms. Cramer and the Council. COUNCIL ACTION: President Garrett moved to deny the appeal. Vice-President Traylor seconded the motion. The appeal was denied by a vote of four in favor of denial, one opposed, with Councilor Plunkett opposing. 8. NEW BUSINESS A. Consideration of a Re-Appropriation Resolution (Administration – $1,500.00 for Planning Department staffing). RESOLUTION #2019-08 Director of Planning and Economic Development Wayne DeLong explained the need for the re-appropriation in order to properly compensate the Planner I – Zoning position. COUNCIL ACTION: Vice-President Traylor moved to approve Resolution #2019-08. Councilor Plunkett seconded the motion. Resolution #2019-08 was approved by a vote of five in favor, zero opposed. 9. OTHER MATTERS There were no other matters to discuss 10. APPROVAL OF CLAIMS COUNCIL ACTION: President Garrett moved to approve claims as presented. Vice-President Traylor seconded the motion. Claims were approved by a vote of five in favor, zero opposed. 11. ADJOURN COUNCIL ACTION: President Garrett moved to adjourn the meeting. Councilor Hopper seconded the motion. The motion was approved by a vote of five in favor, zero opposed. The next regular Town Council meeting is scheduled for Monday July 15, 2019 @ 7:30 AM in the Zionsville Town Hall Council Chambers.
