MEETING MEMORANDA
FOR
Monday June 17, 2019 at 7:30 AM

Members Present: Bryan Traylor, Vice-President; Kevin Spees, Elizabeth Hopper and Jason Plunkett
Members absent: Josh Garrett, President; Tom Schuler, Susana Suarez
Also Present: Tim Haak, Mayor; Ed Mitro, Deputy Mayor; Adam Steuerwald, Town Attorney; Amy Lacy, Director of Finance & Records
and Town Department Staff.
1. OPENING
A. Call meeting to order

2. APPROVAL OF THE MEMORANDUM OF THE JUNE 03, 2019 REGULAR MEETING (copy posted).
COUNCIL ACTION :Councilor Spees moved to approve the Memoranda of the June 3, 2019 Town Council Meeting.
Councilor Plunkett seconded the motion.
The Memoranda of the June 3, 2019 meeting was approved by a vote of four in favor, zero opposed.
3. REQUEST TO SPEAK
There were no requests to speak.
4. OLD BUSINESS
A. Consideration of an Ordinance vacating a portion of Andrade Drive right-of-way. (SECOND READING)
ORDINANCE #2019-13
Deputy Mayor Mitro presented the Ordinance and gave some background on the situation. He noted that the petitioner
was in attendance should the Council have further questions.
COUNCIL ACTION: Councilor Spees moved to adopt Ordinance #2019-13. Councilor Hopper seconded the motion.
Ordinance #2019-13 was adopted on final reading by a vote of four in favor, zero opposed.
5. NEW BUSINESS
A. Consideration of an Appeal of an Easement Encroachment Denial (3731 Evergreen Way)
Deputy Mayor Mitro presented the Appeal and stated that the petitioners were in attendance to offer further explanation
and answer questions.
Petitioners Tia and Stewart Cramer explained their position and the need for the Easement Encroachment.
They answered question from the Council. At Council’s request, Street and Stormwater Superintendent Lance Lantz
explained the staff position and answered questions from the Council.
With Proof of Publication noted, Vice-President Traylor opened the Public Hearing. There being no public comment,
Vice-President Traylor closed the Public Hearing and called for discussion or a motion. Discussion followed.
Tia Cramer answered further questions from the Council.
COUNCIL ACTION: Councilor Hopper moved to deny the appeal. Councilor Spees seconded the motion. There was a
vote of three in favor of denial, one opposed, with Councilor Plunkett opposing. Because there was not a majority vote of
the entire Council, the vote was ruled indecisive and the matter will be continued to the July 1, 2019 Town Council
meeting.
6. OTHER MATTERS
There were no other matters to discuss.
7. ADJOURN
COUNCIL ACTION: Councilor Hopper moved to adjourn the meeting. Council Spees seconded the motion. The motion was
approved by a vote of four in favor, zero opposed.
The next regular Town Council meeting is scheduled for Monday July 01, 2019 @ 7:00PM in the Zionsville Town Hall Council
Chambers.
