MEETING MEMORANDA
FOR
Monday August 19, 2019 at 7:30 AM

Members Present: Josh Garrett, President; Elizabeth Hopper, Jason Plunkett, Susana Suarez and Kevin Spees
Members Absent: Bryan Traylor, Vice-President and Tom Schuler
Also Present: Tim Haak, Mayor; Ed Mitro, Deputy Mayor; Amy Lacy, Director of Finance & Records and Town Department Staff.
1. OPENING

2. APPROVAL OF THE MEMORANDUM OF THE JULY 15, 2019 REGULAR MEETING (copy posted).
COUNCIL ACTION: President Garrett moved to approve the Memoranda of the July 15, 2019 Town Council Meeting. Councilor
Hopper seconded the motion.
The Memoranda of the July 15, 2019 meeting was approved by a vote of five in favor, zero opposed.
3. DEPARTMENTAL MONTHLY REPORTS – Reports are submitted by the Town Management staff for Council review and posted
on the Town website (www.zionsville-in.gov).
4. REQUEST TO SPEAK
There were no requests to speak.
5. OLD BUSINESS - None
6. NEW BUSINESS
A. Consideration of an Additional Appropriation Resolution (Water Main Loop Fund – $167,556.17 and Inglenook Entrance Fund
$153,400.00 for various improvements to Zionsville Road) (PUBLIC HEARING). RESOLUTION #2019-11
Streets and Stormwater Superintendent Lance Lantz presented the resolution and answered questions from the Council.
With Proof of Publication for a Public Hearing noted, President Garrett opened the Public Hearing for comment.
With no public comment, President Garrett closed the Public Hearing and called for discussion or a motion.
COUNCIL ACTION: Councilor Suarez moved to approve Resolution #2019-11. Councilor Spees seconded the motion.
Resolution #2019-11 was approved by a vote of five in favor, zero opposed.
B. Consideration of an Additional Appropriation Resolution (Park Non-reverting Capital line item in Fund 216 – remaining 2018
balance of $332,000.00 in line item to be Transferred to Park Fund 215) (PUBLIC HEARING). RESOLUTION #2019-12
Deputy Mayor Mitro presented the resolution and answered questions from the Council.
With Proof of Publication for a Public Hearing noted, President Garrett opened the Public Hearing for comment.
With no public comment, President Garrett closed the Public Hearing and called for discussion or a motion.
COUNCIL ACTION: President Garrett moved to approve Resolution #2019-12. Councilor Spees seconded the motion.
Resolution #2019-12 was approved by a vote of five in favor, zero opposed.
C. Consideration of an Amendment to the Town of Zionsville Salary Ordinance – IT Director (FIRST READING).
ORDINANCE #2019-15
Deputy Mayor Mitro presented the ordinance with input from President Garrett. Deputy Mayor Mitro explained that the growth
of the Town and its technology needs required a reorganization of the IT Department and the need for an IT Director with a
management background who would be able to take the department to the next level. Both Deputy Mayor Mitro and President
Garrett emphasized the importance of the increased salary in the Salary Ordinance in order to offer a competitive wage to
secure the best candidate for the position. Discussion followed. Deputy Mayor Mitro and President Garrett answered
questions from the Council. They explained that an excellent candidate had already been interviewed and offered the
position, contingent upon approval of the amendment ordinance.
COUNCIL ACTION: Councilor Suarez moved to introduce Ordinance #2019-15 on first reading and Councilor Spees
seconded the motion. The motion passed with a vote of five in favor, zero opposed.
President Garrett moved to suspend the rules and Councilor Suarez seconded the motion. The motion passed with a vote of
five in favor, zero opposed.
Councilor Spees moved to adopt Ordinance #2019-15 on final reading and Councilor Suarez seconded the motion.
Ordinance #2019-15 was adopted by a vote of five in favor, zero opposed.
7. OTHER MATTERS
There were no other matters to discuss.
8. APPROVAL OF CLAIMS
COUNCIL ACTION: President Garrett moved to approve claims as presented. Councilor Suarez seconded the motion.
Claims were approved by a vote of five in favor, zero opposed.
9. ADJOURN
COUNCIL ACTION: Councilor Hopper moved to adjourn the meeting. Councilor Suarez seconded the motion. The motion was
approved by a vote of five in favor, zero opposed.
The next regular Town Council meeting is scheduled for Tuesday September 03, 2019 @ 7:00 PM in the Zionsville Town Hall
Council Chambers (note change in date due to the Labor Day Holiday).
