ZIONSVILLE TOWN COUNCIL MEETING MEMORANDA FOR Monday October 21, 2019 at 7:30 AM Zionsville Town Hall Council Chamber 1100 West Oak Street Date of Preparation: October 25, 2019 Members Present: Josh Garrett, President; Bryan Traylor, Vice-President; Jason Plunkett, Kevin Spees, and Susanna Suarez Also Present: Tim Haak, Mayor; Ed Mitro, Deputy Mayor; Adam Steuerwald, Town Attorney; Mark Adam and Rebecca Zakowski, Crowe LLC; Amy Lacy, Director of Finance & Records, and Town Department Staff. 1. OPENING A. Call meeting to order B. Pledge of Allegiance 2. APPROVAL OF THE MEMORANDUM OF THE OCTOBER 07, 2019 REGULAR MEETING (copy posted). COUNCIL ACTION: President Garrett moved to approve the Memoranda of the October 7, 2019 Town Council Meeting. Councilor Spees seconded the motion. The Memoranda of the October 7, 2019 meeting was approved by a vote of four in favor, zero opposed. 3. REQUEST TO SPEAK There were no requests to speak. 4. OLD BUSINESS A. Consideration of an Ordinance approving Series 2019B Park District Bonds (improvements at Overley-Worman Park) (SECOND READING/VOTE). ORDINANCE #2019-17 COUNCIL ACTION: Vice-President Traylor moved to adopt Ordinance #2019-17. Councilor Plunkett seconded the motion. Ordinance #2019-17 was adopted on final reading by a vote of four in favor, zero opposed. B. Consideration of an Ordinance approving Series 2019C Park District Bonds (trail way improvements including Big-4 Rail Trail) (SECOND READING/VOTE). ORDINANCE #2019-18 COUNCIL ACTION: President Garrett moved to adopt Ordinance #2019-18. Councilor Plunkett seconded the motion. Ordinance #2019-18 was adopted on final reading by a vote of four in favor, zero opposed. C. Consideration of an Ordinance to Adopt the 2020 Budget for the Town of Zionsville (SECOND READING/VOTE). ORDINANCE #2019-22 COUNCIL ACTION: Vice-President Traylor moved to adopt Ordinance #2019-22. Councilor Plunkett seconded the motion. Ordinance #2019-22 was adopted on final reading by a vote of four in favor, zero opposed. 5. NEW BUSINESS A. Consideration of the 2020 Salary Ordinance for the Town of Zionsville (FIRST READING). ORDINANCE #2019-23 Deputy Mayor Mitro presented the Salary Ordinance and answered questions from the Council. COUNCIL ACTION: Vice-President Traylor made a motion to introduce Ordinance #2019-23 on first reading. President Garrett seconded the motion. The motion passed with a vote of four in favor, zero opposed. Ordinance #2019-23 was introduced on first reading. No further action taken. Councilor Suarez joined the meeting at this time. 6. OTHER MATTERS There were no other matters to be discussed. 7. ADJOURN COUNCIL ACTION: President Garrett moved to adjourn the meeting and Councilor Spees seconded the motion. The motion was approved by a vote of five in favor, zero opposed.
