ZIONSVILLE TOWN COUNCIL MEETING MEMORANDA FOR Monday January 06, 2020 at 7:00 PM Zionsville Town Hall Council Chamber 1100 West Oak Street Date of Preparation: January 7, 2020 Members Present: Josh Garrett, President; Bryan Traylor, Vice-President; Brad Burk, Alex Choi, Joseph Culp, Craig Melton and Jason Plunkett Also Present: Emily Styron, Mayor; Julie Johns-Cole, Deputy Mayor; Heather Willey, Town Council Attorney; Amy Lacy, Director of Finance & Records, and Town Department Staff. 1. OPENING A. Call meeting to order B. Pledge of Allegiance C. Swearing in of Town Council Members – Mayor Emily Styron administered the Oath of Office to all the Town Councilors. D. Election of Officers for 2020 I. President Vice-President Traylor moved to nominate Josh Garrett as President of the Town Council. Councilor Choi seconded the motion. Garrett was re-elected President of the Town Council with a vote of seven in favor, zero opposed. II. Vice President President Garrett moved to nominate Vice-President Traylor as Vice-President of the Town Council. Councilor Burk seconded the motion. Vice-President Traylor was re-elected Vice-President of the Town Council with a vote of seven in favor, zero opposed. 2. APPROVAL OF THE MEMORANDUM OF THE December 02, 2019 REGULAR MEETING (copy posted). COUNCIL ACTION: President Garrett moved to approve the Memoranda of the December 2, 2019 Town Council Meeting. Councilor Plunkett seconded the motion. The Memoranda of the December 2, 2019 meeting was approved by a vote of seven in favor, zero opposed. 3. DEPARTMENTAL MONTHLY REPORTS – Reports are submitted by the Town Management staff for Council review and posted on the Town website (www.zionsville-in.gov). 4. PRESENTATION – Martin Berg of the New Life Recover Center in Lebanon. President Garrett announced that Mr. Berg was unable to attend the meeting so the presentation will be rescheduled at a later date. 5. REQUEST TO SPEAK – A Request to Speak card was submitted to the Director of Finance and Records on December 4, 2019 by Brian Hull of Indy Maker Space, however Mr. Hull was not present at the meeting to speak. There were no other requests to speak. 6. OLD BUSINESS – None 7. NEW BUSINESS A. Consideration of Appointments to Various Boards, Commissions, and Committees. President Garrett presented the recommended appointments. (See Exhibit A) He noted that although Steve Bullington appeared on the original list for the Pathways Committee, he was unable to commit to the position. COUNCIL ACTION: Vice-President Traylor moved to adopt all appointments as recommended. Councilor Plunkett seconded the motion. Zionsville Town Council appointments were approved in entirety by a vote of seven in favor, zero opposed. B. Consideration of a series of amendments to the Town of Zionsville Zoning Ordinance (Plan Commission docket #2019-38- OA). ORDINANCE #2020-01 Director of Planning and Economic Development Wayne DeLong presented Ordinance 2020-01 and answered questions from the Council. COUNCIL ACTION: President Garrett moved to adopt Ordinance #2020-01. Councilor Plunkett seconded the motion. Ordinance #2020-01 was adopted by a vote of seven in favor, zero opposed. 8. OTHER MATTERS Director of Finance and Records Amy Lacy distributed a packet to each Councilor regarding the Town’s Nepotism and Conflict of Interest policies and asked that each Councilor complete and return the annual certifications of compliance. 9. APPROVAL OF CLAIMS COUNCIL ACTION: President Garrett moved to approve claims as presented. Vice-President Traylor seconded the motion. Claims were approved by a vote of seven in favor, zero opposed. 10. ADJOURN COUNCIL ACTION: President Garrett moved to adjourn the meeting. Councilor Burk seconded the motion. The motion was approved by a vote of seven in favor, zero opposed. The next regular Town Council meeting is scheduled for Tuesday January 21, 2020 @ 7:30 AM in the Zionsville Town Hall Council Chamber.
