This meeting was conducted virtually. All Councilors participated in via Zoom.
Council Members Present Virtually: Jason Plunkett, President; Brad Burk, Vice-President; Tim
McElderry, Craig Melton, Evan Norris, Sarah Esterline Sampson, and Joe Stein
Staff Attending Virtually: Amy Lacy, Municipal Relations Coordinator; Heather Harris, Town

Rust Okay, so for everybody playing at home, we are live on Facebook and on
YouTube. We are recording and Jason, as soon as you are ready you can have at
it.
Plunkett All right, I think if everybody’s ready, we’ll go ahead and get started. All right,
so I will now call to order the meeting of Monday, January 6, 2025, regularly
scheduled Town Council meeting. If you would please, join me in the Pledge of
Allegiance.

Plunkett All right, thank you. I think before Amy does roll call I just certainly want to
acknowledge everybody’s flexibility here and appreciate that. I know Lance and
his team’s been working really, really hard for the town but just in the betterment
of safety, we thought it was the right decision to, to move this to a virtual

meeting so I appreciate everybody’s flexibility. For those that haven’t been a part
of a Zoom meeting before for the Town Council, Amy’s going to do a roll call
here to make sure she’s got attendance and then every single vote that we have
we will actually go through and do an individual roll call vote. So Amy, if you
would please, go ahead and take attendance.

Plunkett Up first on the agenda is the election of officers for 2025. We have election of
officers every year as you guys know and I will now open up a motion for
President.

APPROVAL OF THE MEMORANDUM OF THE DECEMBER 16, 2024 REGULAR
MEETING
Plunkett Up next on the agenda is the approval of the memoranda of the December 16,
2024 regular Town Council meeting. A copy has been posted. Are there

OLD BUSINESS
Consideration of an Ordinance to Vacate an Alley Ordinance 2024-49 (Final
Reading)
Plunkett Up next is the first item of Old Business which is a Consideration of an
Ordinance to Vacate an Alley. This is Ordinance 2024-49. You’ll recall this is a
final reading. I believe we do have Roger Kilmer here, Senior Planner, if needed.
I would probably in an effort to keep Roger from having to jump on here just
reiterate this is something that we’ve done in the past in the Village, especially
where we have vacated those alleys so that those folks can have whether it’s
additional lot capacity or just, just maintenance on, on behalf of the town. So, I’m
sure Roger is here if there are questions. Again, we heard this last time so – are
there any questions from Councilors? If there are none, I would make a motion to
approve Ordinance 2024-49 on final reading.

NEW BUSINESS
Plunkett I would point out Councilors, up next on the agenda would typically be a New
Business item which is a Consideration of an Ordinance to Amend the Zoning
Ordinance for Streetlights. After understanding that there was a resident who did
want to speak on this and knowing that we did not have a public speaking option
for this virtual meeting, we’ve elected to pull this from this agenda and put it on
the February agenda so that that particular resident has the opportunity to come
in and speak their mind on this particular matter.
OTHER MATTERS
Plunkett So, with that being said, we’ll move on to Other Matters. Are there any other
matters from Councilors? All right, having none, I would again just reiterate I
know every one of you guys just appreciates the work that all of our public safety
personnel and Street Department, DPW and everyone, in fact, for the town that
has to work through these environments and they’ve done a great job and you
know appreciate all the work that they’ve put in and I just want to make sure that
that doesn’t go unnoticed so.

The next regular Town Council meeting is scheduled for Monday, February 3,
2025 at 7 p.m. in the Zionsville Town Hall Council Chambers. Public notice will
be posted in compliance with the Indiana Open Door Law. Again, please note
that we will not have a meeting, mid-January meeting due to the Martin Luther
King, Jr. holiday so at this point I will adjourn the meeting. Thank you all very
