The City Council met at 4:00 p.m. on July 5, 2016 for a Work Session in City Council
Chambers, 123 South Lincoln Street, for Promotion Fund Request Presentations. Present
were Mayor Mike Levsen and City Council Members David Bunsness, Todd Campbell, Alan
Johnson, Mark Remily, Rob Ronayne, Clint Rux, and Jennifer Slaight-Hansen. No action
was taken.
CITY COUNCIL PROCEEDINGS
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen,
South Dakota, July 5, 2016, 5:30 p.m., Regular Meeting of the Board of City Council
Members, Mayor Mike Levsen presiding. Present at roll call were City Council Members
David Bunsness, Todd Campbell, Alan Johnson, Mark Remily, Rob Ronayne, Clint Rux, and
Jennifer Slaight-Hansen. City Staff present were Lynn Lander, Robin Bobzien, Brett Bill,
Karl Alberts, and Cody Roggatz.
Mayor Levsen led the Pledge of Allegiance.
MINUTES
Remily moved, Rux seconded to approve the minutes of June 27 , 2016, as circulated.
All voting aye, motion carried.
OPEN FORUM – No one was present.

Ronayne moved, Slaight-Hansen seconded to approve the following items on the

Campbell moved, Ronayne seconded to set a hearing date of July 7, 2016 at 5:00 p.m.

Sale Liquor License on July 7, 2016 for Aberdeen Downtown Association dba Summer
Concert Series, South Main Street from 3rd Avenue to 4th Avenue with an application for
Community Event Permit and a Special One-Day Retail On-Sale Liquor License on July 7,
2016 for Aberdeen Area Chamber of Commerce dba Business After Hours, South Main
Street from 3rd Avenue to 4th Avenue. Rux, Bunsness, Johnson, Campbell, Ronayne, Remily,
Mayor Levsen voting aye, Slaight-Hansen voting nay, motion carried.
NEW BUSINESS
HEARING ON ALCOHOLIC BEVERAGE LICENSE
This being the time and place set for a hearing on an application for a new Retail On-
Off Sale Malt Beverage License for R & F Enterprises, LLC at 500 – 6th Avenue, SW,
recommendations to approve were received, Remily moved, Ronayne seconded to approve
the Retail On-Off Sale Malt Beverage License for R & F Enterprises, LLC at the White
House Inn, 500 – 6th Avenue, SW. All voting aye, motion carried.
ELECTION OF DEPUTY MAYOR
Campbell moved, Remily seconded to nominate and elect City Council Member Rob
Ronayne for Deputy Mayor for another two-year term ending July 1, 2018. All voting aye
with Ronayne abstaining, motion carried.
BOARD APPOINTMENT
Campbell moved, Rux seconded to appoint David Sandvig effective July 1, 2016 to
the Aberdeen Parks and Recreation Board for a five-year term ending June 30, 2021. All
voting aye, motion carried.
BOARD REAPPOINTMENT
Johnson moved, Bunsness seconded to reappoint Tom Black effective July 5, 2016 to
the Aberdeen Regional Airport Board for a five-year term ending June 30, 2021. All voting
aye, motion carried.
COMMUNITY EVENT PERMITS
Campbell moved, Slaight-Hansen seconded to approve Community Event Permits for
the Red Rooster’s 20 Year Reunion on July 8, 2016 and Fallout Creative
Community/Mayor’s Advisory Board’s ADA Anniversary Celebration on July 21, 2016
including a street closing on 2nd Avenue, SW from Alley to South Main Street from 11:00
a.m. to 11:00 p.m contingent upon inspections by the Health and Public Works Departments.
All voting aye, motion carried.
Remily moved, Ronayne seconded to approve a Community Event Permit for
Scotty’s Bags and Beer Tournament on July 9, 2016 at 719 North Main Street including a
time extension for the music until midnight contingent upon an inspection by the Health
Department. All voting aye, motion carried.
CHANGE ORDER/PAYMENT REQUEST FOR WASHINGTON ST. PARKING LOT
Johnson moved, Rux seconded to approve and authorize the City Manager to sign
Change Order #1 in the amount of $47,371.66 and Payment Request #1 in the amount of
$196,345.51 to Lien Transportation for work performed on the South Washington Street
Parking Lot Project (PARKING-2016-1). Upon roll call, all voting aye, motion carried.
PAYMENT REQUEST FOR METAL STORAGE BLDG PROJECT
Bunsness moved, Johnson seconded to approve and authorize the City Manager to

sign Payment Request #1 in the amount of $7,056.00 to North Central Steel Systems for work
performed on the Metal Storage Building Project (BLDG-2016-1). Upon roll call, all voting
aye, motion carried.

Johnson moved, Bunsness seconded to approve the following audited bills for
services, supplies, repairs, and maintenance: Northwestern Energy 9,091.89; Olympic Sales
Inc 21,000.00; I-State Truck Center 83,413.00; Public Safety Center Inc 507.07; Sanford
