16836 CITY COUNCIL PROCEEDINGS City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, December 5, 2016, at 5:30 p.m., regular meeting of the Board of City Council Members, Mayor Mike Levsen presiding. Present at roll call were City Councilors David Bunsness, Todd Campbell, Mark Remily, Rob Ronayne, Clint Rux, and Jennifer Slaight- Hansen. City Councilors Alan Johnson and Dennis “Mike” Olson were absent. City Staff present were Lynn Lander, Ron Wager, Robin Bobzien, Brett Bill, Karl Alberts, Janel Ellingson, and Cody Roggatz. Mayor Levsen led the Pledge of Allegiance. MINUTES Bunsness moved, Campbell seconded to approve the minutes of November 28, 2016, as circulated. All present voting aye, motion carried. OPEN FORUM – In response to questions on fishing on city property, Janel Ellingson, Water Treatment Superintendent, presented a report on access to the Elm River on city property as a security issue and restricted area. OLD BUSINESS ORDINANCE NO. 16-11-04 Bunsness moved, Rux seconded to approve second reading and final adoption of Ordinance No. 16-11-04 establishing the number of regular full-time positions and their position titles, and fixing the bonds of City Officials and Employees for the year 2017. Upon roll call, all present voting aye, motion carried. CONSENT CALENDAR Slaight-Hansen moved, Campbell seconded to approve the following items on the consent calendar: SET BID DATE – of December 20, 2016 at 2:00 p.m. for advertisement for bids on SCU #1 Strut Replacement Project for Water Treatment Plant. SET JOINT HEARING DATE – of December 27, 2016 at 8:45 a.m. in County Commission Chambers for the discussions of the following petitions to rezone – 1) Rezone from (A-1) District to (M-AG) District property described as Donaldson Addition in the NE ¼ of Section 8, T123N, R64W of the 5th P.M., Brown County, SD (38395 - 131st Street); 2) Rezone from (A-1) District to (M-AG) District property described as Lots 1 and 2, Bachmeier Family Subdivision in the N ½ of Lot 1 and Lot 2 in the NE ¼ of Section 5, T123N, R64W of the 5th P.M., Brown County, SD (38387 – 130th Street); 3) Rezone from (A-1) District to (M-AG) District property described as Lot 1, Weiler Subdivision in the NE ¼ of Section 32, T124N, R64W of the 5th P.M., Brown County, SD (12901 – 384th Ave. and the property adjacent to the West). SET HEARING DATE – of December 27, 2016 at 5:30 p.m. in City Council Chambers for the discussion of a petition to rezone from (R-2) District to (C-2) District property described as Lot 1, Dial Second Addition except H-1 in the SE ¼ of Section 17, T123N, R63W of the 5th P.M., Aberdeen, Brown County, SD (3324 Milwaukee Ave., NE). LICENSES – Taxi Cab Driver – Robert Shannon; Taxi Cab Driver – Janice Haluzak LOTTERY NOTICES – Aberdeen Hockey Association; Catholic United Financial – receive and place on file. SOLICIT BIDS – for a skid steer for the Public Works Department All present voting aye with Ronayne abstaining, motion carried. NEW BUSINESS AGREEMENT FOR SPECIAL FLIGHT INSPECTION Campbell moved, Ronayne seconded to approve and authorize the City Manager to sign a Non-Federal Reimbursable Agreement #AJW-ON-AAC-17-AC-000984 with the  16837 Federal Aviation Administration (FAA)/Flight Program Operations and authorize payment in the amount of $20,709.32 to FAA. Upon roll call, all present voting aye, motion carried. BILLS Ronayne moved, Remily seconded to approve the following audited bills for services, supplies, repairs, and maintenance: Northwestern Energy 1,452.21; US Bank 33,356.03; Dakotacare Administrative 15,916.50; United Parcel Service 33.17; ETS Corp. 454.00; Yourmembership.com, Inc. 165.00; Jefferson Partners LP 1,820.22; B & B Contracting 53,630.36; NVC 82.33; AT & T 1,417.65; Morrison Construction 3,641.14; Dacotah Bank 45,109.50; Great Plains Bank 15,036.50. Upon roll call, all present voting aye, motion carried. There being no further business, Ronayne moved, Bunsness seconded that the meeting be adjourned. All present voting aye, motion carried.
