CITY COUNCIL PROCEEDINGS
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen,
South Dakota, December 19, 2016, at 5:30 p.m., regular meeting of the Board of City
Council Members, Mayor Mike Levsen presiding. Present at roll call were City Councilors
David Bunsness, Todd Campbell, Alan Johnson, Dennis “Mike” Olson, Mark Remily, Rob
Ronayne, Clint Rux, and Jennifer Slaight-Hansen. City Staff present were Lynn Lander, Ron
Wager, Robin Bobzien, Brett Bill, Karl Alberts, Tanner Jondahl, and Cody Roggatz.
Mayor Levsen led the Pledge of Allegiance.
MINUTES
Slaight-Hansen moved, Rux seconded to approve the minutes of December 12, 2016,
as circulated. All voting aye, motion carried.

All voting aye, motion carried.
NEW BUSINESS
ORDINANCE NO. 16-12-05
Ordinance No. 16-12-05 supplementing the 2016 Budget for various unanticipated
projects, activities, and expenses was presented. Ronayne moved, Remily seconded to
approve first reading of Ordinance No. 16-12-05. Bunsness moved, Rux seconded to amend
the ordinance by adding a $675,000 transfer out from the Special Sales Tax Fund to
Moccasin Capital Project Fund and supplement the Moccasin Capital Project Fund in the
amount of $675,000. All voting aye, motion carried. There being no further amendments
offered, Mayor Levsen called the vote. Upon roll call for first reading of Ordinance No. 16-
12-05 as amended, all voting aye, motion carried.
REQUEST TO PURCHASE SWEEPER
Johnson moved, Bunsness seconded to approve the request to purchase a Street
Sweeper for the Public Works Department off of the NJPA Agreement at a cost between
$200,000 to $210,000. All voting aye, motion carried.
FINANCIAL CLOSE-OUT REPORT FOR AIRPORT PROJECT
Bunsness moved, Rux seconded to authorize the City Manager to sign the Financial
Close-Out Report for the AIP #3-46-0001-35-2015 Airport Stormwater Improvements, Phase
II Project. All voting aye, motion carried.
RESOLUTION FOR ENGINEERING ON 10TH AVE BRIDGE
Bunsness moved, Olson seconded to approve the following Resolution authorizing
the submission of the Bridge Improvement Grant Program application with the SD
Department of Transportation for the 10th Avenue, SE Bridge:
WHEREAS, the City of Aberdeen wishes to submit an application/applications for
consideration of award for the Bridge Improvement Grant Program: 10th Avenue, SE Bridge
And WHEREAS, Aberdeen certifies that the project (s) are listed in the county’s
Five-Year County Highway and Bridge Improvement Plan;
And WHEREAS, Aberdeen agrees to pay the 20% match on the Bridge Improvement
Grant Funds;
And WHEREAS, Aberdeen hereby authorizes the Bridge Improvement Grant
application (s) and any required funding commitments.
NOW THEREFORE BE IT RESOLVED:

That the South Dakota Department of Transportation be and hereby is requested to
accept the attached Bridge Improvement Grant application (s).
All voting aye, motion carried.
CHANGE ORDER/PAYMENT FOR 8TH AVE. PROJECT
Bunsness moved, Johnson seconded to approve and authorize the City Manager to
sign Change Order #4 in the amount of $118,343.63 and Payment Request #7 in the amount
of $109,943.21 to Reede Construction for work performed on the 8th Ave. Reconstruction
Project. Upon roll call, all voting aye, motion carried.
PAYMENT FOR LIBRARY PROJECT
Rux moved, Bunsness seconded to approve Payment Request #9 in the amount of
$207,013.21 to Quest Construction, LLC for work performed on the new Library
Construction Project. Upon roll call, all voting aye, motion carried.
