Present at roll call were City Councilors David Bunsness, Alan Johnson, Dave Lunzman, Dennis “Mike” Olson, Mark Remily, Rob Ronayne, Clint Rux, and Jennifer Slaight-Hansen. City Staff present were Ron Wager, Robin Bobzien, Brett Bill, Karl Alberts, Dave McNeil, and Randy Meister. Mayor Levsen led the Pledge of Allegiance. MINUTES Rux moved, Bunsness seconded to approve the minutes of September 14 and 18, 2017, as circulated. All voting aye, motion carried. OPEN FORUM – No one was present. NEW BUSINESS COMMUNITY NEEDS ASSESSMENT FOR PEG ACCESS City Attorney Ron Wager explained the Community Needs Assessment prepared by the Buske Group identifying the Public, Education, and Government (PEG) Access for community cable-related needs and interests that maybe incorporated into the City’s new franchise agreements in 2018. Discussion was held. Ronayne moved, Rux seconded to approve and adopt the Community Needs Assessment. Discussion continued on the need for a Media Center. Bunsness moved, Johnson seconded to amend to eliminate any reference to a Media Center. Motion failed by voice vote. On the original motion to approve and adopt the Community Needs Assessment, motion carried by voice vote. PURCHASE AGREEMENT FOR AERIAL LADDER TRUCK Fire Chief Randy Meister presented a purchase agreement with MacQueen Emergency Group for the purchase of a 2018 Pierce Velocity Ascendant 107’ aerial ladder truck. Bunsness moved, Rux seconded to authorize the City Manager to sign the purchase agreement with MacQueen Emergency Group for the aerial ladder truck in the amount of $908,784.00 for the Fire Department. All voting aye, motion carried. TRANSFER LIBRARY SURPLUS PERSONAL PROPERTY Ronayne moved, Rux seconded to approve the request to transfer surplus personal property items from the Alexander Mitchell Public Library to the Dacotah Prairie Museum and to the Aberdeen Catholic School System. A detailed list of the items being transferred is on file at the City Finance Office. All voting aye, motion carried. PAYMENT FOR WORK ON LIBRARY PROJECT Ronayne moved, Johnson seconded to approve Payment Request #18 in the amount of $324,439.78 to Quest Construction, LLC for work on the New Library Construction Project. Upon roll call, all voting aye, motion carried. CHANGE ORDER/PAYMENT FOR MILL AND OVERLAY PROJECT City Engineer Robin Bobzien explained Change Order #1 in the amount of $108,645.29 for additional extension of ½ mile of overlay on 8th Avenue and Payment Request #1 in the amount of $570,981.30 for work on the Mill and Overlay Project by Lien Transportation. Ronayne moved, Remily seconded to approve and authorize the City Manager to sign Change Order #1 in the amount of $108,645.29 and Payment Request #1 in the amount of $570,981.30 to Lien Transportation. Upon roll call, all voting aye, motion carried. CHANGE ORDER/PAYMENT FOR MERTON ST HOLDING POND City Engineer Robin Bobzien explained Change Order #2 in the amount of $6,036.40 and Payment Request #3 in the amount of $27,071.06 to B & B Contracting for work on the Merton Street Holding Pond Project. Rux moved, Olson seconded to approve and authorize the City Manager to sign Change Order #2 in the amount of $6,036.40 and Payment Request #3 in the amount of $27,071.06 to B & B Contracting. Upon roll call, all voting aye, motion carried. CHANGE ORDER/PAYMENT FOR KLINE ST STORM SEWER City Engineer Robin Bobzien explained Change Order #2 in the amount of $54,000.00 for extension of storm sewer on 15th Avenue, SE and Payment Request #2 in the  17019 amount of $478,940.95 to B &B Contracting for work on the Kline Street Storm Sewer Improvements Project. Johnson moved, Bunsness seconded to approve and authorize the City Manager to sign Change Order #2 in the amount of $54,000.00 and Payment Request #2 in the amount of $478,940.95 to B & B Contracting. Upon roll call, all voting aye, motion carried. OTHER Councilmember Remily mentioned that he received complaints from persons with damage to vehicle tires from the railroad tracks in need of repair on North Roosevelt Street. He noted the claims adjuster for BNSF is Nick at the phone #605-321-6769 if anyone has damage from the rough railroad tracks.
