18612 MINUTES ABERDEEN CITY COUNCIL MEETING City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, April 22, 2024, at 5:30 p.m., regular meeting of the City Council. CALL TO ORDER MEETING ROLL CALL Present at roll call were City Council Members Rob Ronayne, Erin Fouberg, Charlotte Liebelt, Josh Rife, Alan Johnson, Justin Reinbold, Tiffany Langer via teleconference, David Novstrup, and Mayor Travis Schaunaman. City Staff present were Robin Bobzien, Ron Wager, Stuart Nelson, Ken Hubbart, Dave McNeil, Amber Schwab, and Cathy McNickle. PLEDGE OF ALLEGIANCE Mayor Schaunaman led the Pledge of Allegiance. APPROVAL OF AGENDA Motion by Reinbold, second by Liebelt to approve the agenda. Voice vote to approve, all present voting aye, motion carried. MINUTES Motion by Novstrup, second by Ronayne to approve the minutes of the April 15, 2024, City Council Meeting, as circulated. Voice vote to approve, all present voting aye, motion carried. OPEN FORUM No one appeared in open forum to address the Council. Board of Zoning Adjustment, meeting on March 14, 2024 PROCLAMATION: April 26, 2024, as Arbor Day PETITION OF VOLUNTARY ANNEXATION – refer petition to City Engineer, City Attorney, and Planning/Zoning Director for recommendations: All that part of Chicago, Milwaukee, St. Paul, and Pacific Railroad Company's 100 foot wide right of way, 50 feet of said width being on either side of said Railroad's main track centerline, as formerly there laid, in, on, over and across the W 1/2 NW 1/4 of Section 12, Township 123 North, Range 64 West, containing 6.06 acres of land, more or less. SET PUBLIC HEARING DATE on May 20, 2024, at 5:30 p.m. for a Special One-Day Retail On-Sale Liquor License for Stacy Gossman dba Nacho Business, Retail Liquor License number 26086 of Brown County, 5759 E HWY 12, Aberdeen, South Dakota at Rohrbach Wedding at Wylie Pavilion, 2306 24th Ave NW, on September 28, 2024 Voice vote to approve, all present voting aye, motion carried. OLD BUSINESS APPROVAL OF SECOND READING AND FINAL ADOPTION OF ORDINANCE 24- 04-01 SUPPLEMENTING THE 2024 BUDGET FOR VARIOUS PARKS, RECREATION, AND FORESTRY DEPARTMENT ACTIVITIES Deputy Finance Officer Cathy McNickle presented no changes to the ordinance. Motion by Ronayne, second by Liebelt, to approve the Second Reading and Final Adoption of Ordinance 24-04-01 supplementing the 2024 Budget for various Parks, Recreation, and Forestry Department Activities. Roll call vote to approve, all present voting aye, motion carried. NEW BUSINESS APPROVAL OF PROPERTY TAX ABATEMENT FOR PROPERTY DESCRIBED AS 605 ARCH STREET NORTH Deputy Finance Officer Cathy McNickle presented the request for tax abatement. Discussion was held. Motion by Ronayne, second by Reinbold, to approve the property tax abatement for property described as 605 Arch Street North. Roll call vote to approve, all present voting aye, motion carried. 18614 APPROVAL OF BID RECOMMENDATION TO ACCEPT THE LOWEST CONFORMING BID AND APPROVE THE PURCHASE OF THREE (3) PURSUIT RATED SPORT UTILITY VEHICLES FROM KARL CHEVROLET FOR A UNIT PRICE OF $52,666.20 Police Chief Dave McNeil presented the bid recommendation. Motion by Johnson, second by Rife to approve the bid recommendation to accept the lowest conforming bid and approve the purchase of three (3) pursuit rated sport utility vehicles from Karl Chevrolet for a unit price of $52,666.20. Roll call vote to approve, all present voting aye, motion carried. APPROVAL OF BID RECOMMENDATION FROM RINGGENBERG ELECTRIC, INC. IN THE AMOUNT OF $375,168.27 FOR PROJECT TRAFFIC-2024-1 (3RD AVE SE & S ROOSEVELT ST TRAFFIC SIGNAL IMPROVEMENTS) City Engineer Stu Nelson presented the bid recommendation. Discussion was held. Motion by Johnson, second by Ronayne, to approve the bid recommendation from Ringgenberg Electric Inc., in the amount of $375,168.27 for project traffic-2024-1 (3rd Ave SE & S Roosevelt St traffic signal improvements). Roll call vote to approve, all present voting aye, motion carried. REVIEW AND APPROVAL OF CLAIMS AND PAYROLL Motion by Liebelt, second by Rife to approve payment of the bills listed for April 22, 2024.
