PROJECT # 00378 Application(s) COA # 0713 Property Address 199 Lark Street 200 HENRY JOHNSON BOULEVARD | ALBANY, NEW YORK 12210 | (518) 465-6066 Historic Resources Commission Disposition of Cases October 7, 2020 Applicant Zhechao ‘Ron’ Xiong Historic District Center Square/Hudson Park After discussing the proposal to rehabilitate the exterior of a vacant three-story building, the Commission voted to defer the request and made the following recommendations- • Correct the front elevation scale and proportions to reflect the existing conditions; • Investigate what is present under the existing non-original siding to see if any original features are present; • Investigate what is present under the existing storefront such as any evidence of original features or framing; • Look at surrounding 19th/20th century storefronts in order to revise the proposal to reflect typical historic storefront features such as glazing, cornice, and sign panels; • Consider ADA accessibility into the first-floor commercial space; • The proposal should not combine the existing condition with the original condition. The proposal should either restore to the original condition based on evidence or maintain the existing condition; • Remove plaster and drywall at the floor and ceiling level on the interior to see if any evidence of the original fenestration pattern and storefront are present; • Add delineation to the rear third floor addition so it does not appear to be original to the building; • Consider revising the proposed gable roof on the addition to a single pitch to the rear so rain and snow does not run off directly onto the exterior stair; and • Once interior finishes have been removed, a site visit with the Historic Resources Commission should be scheduled.
