ALBANY 2023 BOARD OF REVIEW
June 18, 2024
The 2023 Board of Review was called to order at 6:02 p.m. on Tuesday, June 18, 2024 in the
Albany Village Hall located at 206 North Water Street, Albany, Wisconsin by Clerk Michelle
Brewer. Members present were: Kim Blumer, Tonya Stephan, Fred Johnson, Certified Assessor
Reilly Owens of Associated Appraisal, and Clerk Michelle Brewer. Brewer stated there is a good
working recorder to record the meeting.
Brewer stated that nominations are needed for a chairperson and vice chairperson for the
Board of Review. Motion by Johnson, seconded by Blumer, to nominate Tonya Stephan as
chairperson. Carried. Motion by Blumer, seconded by Stephan, to nominate Fred Johnson as
vice chairperson. Carried.
Brewer confirmed that the meeting was posted in the three usual places – Greenwoods State
Bank, Albany Post Office and Village Hall – along with the posting on the village’s official
website.
Brewer reported that board of review member Kim Blumer has successfully passed the 2024
mandatory training and it has been reported to the Department of Revenue.
Owens handed the Assessment Roll and Affidavit to Clerk Brewer for signature; the affidavit has
been signed. The Assessment Roll is available for review. The village assessment percentage is
at 64%; will need to look at conducting an interim market update in the next couple of years.
Having no one scheduled for tonight’s meeting, Brewer suggested making a motion to recess
the BOR and stop the recording until someone shows up. Motion by Stephan, seconded by
Blumer, to recess the BOR and stop the recording at this time. 6:05 p.m. Carried.
At 7:59 p.m. the BOR was reconvened to open session. Since no hearings were scheduled and
no walk-ins, a request was made for a motion to adjourn. Motion by Blumer, seconded by
Johnson, to adjourn. Carried.

AGENDA:
1. Call Board of Review (BOR) to order & Meeting Recording Announcement
2. Roll Call – Confirmation of Appropriate BOR and Open Meetings Notices
3. Select a Chairperson for BOR
4. Select a Vice-Chairperson for BOR
5. Verify that at least one BOR member has met the mandatory training requirements.
6. Filing and Summary of Annual Assessment Report (including level of assessment)
by Assessor
7. Receipt of the Assessment Roll by the Clerk from the Assessor
8. Receive the Assessment Roll and Sworn Statements from the Clerk
9. Review the Assessment Roll and Perform Statutory Duties:
a. Examine the Roll;
b. Correct Description or Calculation Errors;
c. Add Omitted Property;
d. Eliminate Double Assessed property.
10. Discussion/Action – Certify all Corrections of Error under State Law (Wis. Stat.
§70.43)
11. Discussion/Action – Verify with the Assessor that Open Book Changes are Included
in the Assessment Roll
12. Allow Taxpayers to Examine Assessment Data
13. During the first two hours, consideration of:
a. Waivers of the Required 48-hour Notice of Intent to File an Objection When
There is Good Cause;
b. Requests for Waiver of the BOR Hearing Allowing the Property Owner an Appeal
Directly to the Circuit Court;
c. Requests to Testify by Telephone or Submit a Sworn Written Statement;
d. Subpoena Requests;
e. Act on any other Legally Allowed or Required BOR Matters.
14. Review Notices of Intent to File Objections
15. Proceed to Hear Objections, if any and if Proper Notice/Waivers Given, Unless
Scheduled for Another Date
16. Consider/Act on Scheduling Additional BOR Date(s)
17. Adjourn (to future date if necessary)
