Joint Review Board

VILLAGE OF ALBANY JOINT REVIEW BOARD TAX INCREMENTAL DISTRICT NO. 3 July 24, 2025 at 3:00 p.m. REMOTE MEETING Members present were: Kim Blumer (Village President), Valerie Johnson (Albany School District), Scott Sowl (Village Citizen Member), Jayne Butts (Green County Treasurer), Jim Nemeth (Blackhawk Technical College). Also present: Troy Maggied, Austin Coppernoll and Jaclyn Essandoh all of Southwestern Wisconsin Reginal Planning Commission. CALL TO ORDER: The Joint Review Board was called to order at 3:21 p.m. by Jim Nemeth of Blackhawk Technical College. APPROVE AGENDA: Motion by Johnson, seconded by Butts, to approve the agenda as printed. All ayes. Motion Carried. ELECT CHAIR OF JOINT REVIEW BOARD: Jim Nemuth was nominated and accepted election as the Chair of Joint Review Board. CONFIRM APPOINTMENT OF CITIZEN MEMBER TO JOINT REVIEW BOARD: Motion by Blumer, seconded by Johnson, to confirm Sowl as citizen member. All ayes. Motion carried. REVIEW AND DISCUSS TID 3 PROPOSED BOUNDARY AND PROJECT PLAN: Maggied explained the proposed district boundary, development opportunity, project map, developer agreement and upcoming dates; much discussion followed. SCHEDULE NEXT MEETING FOR CREATION OF TID 3: The date for the next meeting will be Tuesday, September 23, 2025; a time that works for everyone will need to be decided upon, looking at doing it remotely again.
