PLANS COMMISSION June 2, 2022 The regular meeting of the Plans Commission was called to order at 6:30 p.m. by President Kim Blumer in the Albany Village Hall. Members present were: Blumer, Eileen Althaus, Michelle Monson, Mark Riedel, David King, Larry Ommodt and Paul Rhyner. Also present: Brian Flannery, Building Inspector and Todd Malcook. Proof of posting was verified. MINUTES: Motion by Rhyner, seconded by King, to approve the minutes of the previous meeting as printed. Carried. TODD MALCOOK REQUEST: Malcook was here to present his plan for storage units out at the commercial district in Lot 1, Section 21, CSM 4164. He is looking to start with two units; roughly would be 136 total units, but may be less depending on setbacks. The units will be different sizes; will do landscaping around it also. Malcook and his son would take care of the property and be running it themselves. This is their first set of storage sheds, but not his first business endeavor. His goal would be to do one every year for the next five years and would like Albany to be his first location. He will be putting in an offer on the property on June 3, 2022 and then it will take approximately 2-3 weeks to get financing documents completed. He is already approved with the Small Business Administration. Cleary will be doing the building and Hilliard will be doing the excavating. Malcook will hire an engineer to work with the property to see if more drainage would be needed and check with any state setbacks needed along the highway. Motion by Monson, seconded Reidel, to approve Malcook’s plans contingent on him purchasing the property. Carried. APPROVAL OF CSM – PARCEL #2310103890000: Motion by Blumer, seconded Ommodt, to approve the survey. Carried. Flannery brought up some concerns with the survey as it appears the intent may be to combine the two parcels; Brewer explained that she spoke with Talarczyk prior to the meeting to ask if their intent was to combine the properties and was told that was not the case; however, there were still some concerns. Motion by Monson, seconded by Riedel, to rescind the motion until we get more information clarifying whether the survey is intending to combine the parcels as that is what it appears. Carried. BROADBAND FORWARD! COMMUNITY ORDINANCE: Motion by Monson, seconded by Blumer, to appoint the Clerk’s office as point of contact, using village clerk email and then sending completed application to the Village Board for final approval or denial. Carried. Motion by Ommodt, seconded by Rhyner, to set the application fee at $75. Carried. FENCE PLANS: There were none. CHICKEN PERMITS: There were none. FUTURE ITEMS: Flannery reported that the house located at 104 North Jackson Street was scheduled to be taken down. Riedel announced he will be stepping down from the committee, he was thanked for his years of service. Flannery mentioned there will be a CSM for 110 North Water Street coming to the June board meeting. ADJOURN: Motion by Monson, seconded by Rhyner to adjourn. Carried. MICHELLE C. BREWER 7:29 p.m.
