PUBLIC HEARING / PLANS COMMISSION
October 5, 2023
The public hearing of the Plans Commission was called to order at 6:30 p.m. by President Kim
Blumer in the Albany Village Hall, followed by the regular meeting. Members present were:
Blumer, Michelle Monson, Eileen Althaus, Larry Ommodt, David King and Paul Rhyner. Absent:
Roald Henderson. Also present: John Briggs, Fred & Valerie Johnson, and Adam & Stephanie
Kopp.
Proof of posting was verified.
MINUTES: Motion by Rhyner, seconded by Ommodt, to approve the minutes of the previous
meeting as printed. Carried.
CONDITIONAL USE PERMIT – 604 SOUTH MECHANIC STREET: Johnson’s were present to ask for
a conditional use permit for one steer, two pigs and thirty-five chickens. Kopp was wondering if
the conditional use would stay with the property, Blumer explained that the CUP would stay with
the Johnsons; if the property was sold and the new owners were to ask for animals, they would
need to seek a conditional use permit for themselves. Motion by Monson, seconded by Ommodt,
to approve the conditional use permit for the Johnsons for two pigs, thirty-five chickens, and one
steer upon completion of the fence. Carried.
CONDITIONAL USE PERMIT – 505 MINERAL STREET: Monson explained that they store product
for Justin’s job, which is delivered by semi and then some trucks come pick up the product; and
she does dog boarding in her home anywhere from 1-8 dogs per time; she works from home so
she does doggie daycare and takes them out on rotation, barking is minimal; also does dog
training and some grooming as well. She does foster care as well, including transporting. John
Briggs was here in support of this request; Brewer indicated that a call was received from Bob &
Barb Briggs who are also in support of this request. Motion by Blumer, seconded by Rhyner, to
approve the conditional use permit for Monson’s have the dog boarding facility. Carried. Motion
by Blumer, seconded by Rhyner, to approve the conditional use permit for storage in their shed,
which also includes delivery and pickup of product. Carried.
2024 BUDGET: Motion by Blumer, seconded by Ommodt, to keep the budget as is. Carried.
FENCE PLANS: Motion by Monson, seconded by Blumer, to accept the fence plan for Fred
Johnson as presented. Carried.
CHICKEN PERMITS: None.
FUTURE ITEMS: Nothing.
ADJOURN: Motion by Blumer, seconded by Rhyner, to adjourn. Carried.

Wisconsin Statute, that a meeting of the Plans Commission of the Village of Albany will

North Water Street, Albany, Wisconsin.
