STREET AND UTILITY COMMITTEE November 6th, 2023 The regular meeting of the Street and Utility Committee was called to order at 6:30 p.m. in the Albany Village Hall by Chairperson Larry Nipple. Members present were: Nipple, Kim Blumer, Eileen Althaus, Jim Mauerman, and Roald Henderson. Also present: Lonnie Gill, Ex-Officio, Tim Astfalk of Mead & Hunt, and citizen Ray Thurow. Proof of posting was verified. MINUTES: Motion by Blumer, seconded by Mauerman, to approve the previous minutes as printed. Carried. Mr. Ray Thurow appeared before committee. Motion by Nipple, seconded by Mauerman to alter agenda for Raymond Thurow. Raymond Thurow discussed how he would like a water meter removed due to new meter being installed to separate services at 703 5th St. The cost of this project will be covered by anonymous donation. Motion by Nipple, seconded by Blumer to remove water meter. Carried. MANHOLE AND SEWER LINE UPDATE: Mead and Hunt are still working on “Intent to Apply” but have not many any progress on the “Facilities” plan. Mead and Hunt should be able to submit to DNR by February 2024. SEWER PERMIT MODIFICATION FOR DNR: After much discussion regarding Phosphorus Credit Usage, Mead & Hunt recommends submitting a request to the DNR. The “Request for Modifications” is a permit for our Wastewater Treatment Facility. The request says that we will be making some changes to our permit to clarify our Phosphorus trading plan and the chemical calculations that go along with the permit. Motion by Blumer, seconded by Mauerman to allow Mead and Hunt to submit “Request for Modification” to DNR, and next Month to present our revised trading plan to our trading partners. Carried. WELL HOUSE CHEMICAL PUMP REPLACEMENT: Gill reports pumps are ordered and the installers are submitting paperwork to DNR for approval. Final approval and installation should be in the next three months. NEW TRUCK BID OPENING: Gill received three bids on new truck replacements. Symdon of New Glarus had the lowest bid for a 5500 Dodge Series. This truck is equipped with plow, box and other equipment for the cost of $117,788.00. Symdon offered $16,000 for Villages 2009 Ford as a trade in but after discussion it was decided to keep the truck to possibly sell ourselves for a higher price. Motion by Blumer, seconded Mauerman to order 5500 Dodge from Symdon for the cost of $117,788.00. Carried. NEW TRUCK EQUIPMENT BID OPENING: Since only 1 bid came in for separate equipment, it was decided to order complete truck and equipment as one unit. ALBANY WATERWORKS EMERGENCY RESPONSE PLAN: Gill presented this plan for use in the event of an emergency that might affect the waterworks system. It list names and numbers of agencies that would need to be contacted, and the series of events that would need to be taken. Motion by Nipple, seconded by Blumer to approve the Albany Waterworks Emergency Response Plan. Carried. TRAINING: None at this time ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Christmas tree for dam area has been donated. Public works employees are back to 8 hour work schedules. ADJOURNMENT: Motion by Blumer, seconded by Mauerman to adjourn. Carried.
