STREET AND UTILITY COMMITTEE December 4th, 2023 The regular meeting of the Street and Utility Committee was called to order at 6:30 p.m. in the Albany Village Hall by Chairperson Larry Nipple. Members present were: Nipple, Kim Blumer, Eileen Althaus, Jim Mauerman, and Roald Henderson. Also present: Lonnie Gill, Ex-Officio, Tim Astfalk and Andrew Skog of Mead & Hunt. Proof of posting was verified. MINUTES: Motion by Mauerman, seconded by Blumer, to approve the previous minutes as printed. Carried. SEWER MAINS AND LINES: Astfalk will have this information at the February meeting. APPROVAL OF REVISED “WATER QUALITY TRADING PLAN”: Motion by Blumer, seconded by Nipple to approve the new plan presented by Astfalk and submit to DNR. Carried. ANNUAL PHOSPHORUS TRADING REPORT: Mead and Hunt prepared the 2023 report to be filed with DNR by January 31st, 2024. Motion by Althaus, seconded by Blumer to have Mead and Hunt submit this report after January 4th, 2024. Carried. NEW TRUCK FUNDING: Gill gave committee a quote of 6.25% interest rate for $118,000.00 from Board of Commissioners of Public Land, and will lock in upon application approval. Motion by Blumer, seconded by Henderson to apply for funding through the Board of Commissioners of Public Land. Carried. TREE CONTRACT: Jeff Wilson, of Custom Tree and Wood Products, has quoted the village $16,767.00 for purchase and removal of 12 walnut trees and 6 white oak trees from around the village. Motion by Blumer, seconded by Mauerman to sell these trees to Jeff Wilson. Carried. JANUARY MEETING DATE: Motion by Nipple, seconded by Blumer to cancel the January 2024 meeting and carry any business to February 2024. Carried.
