STREET AND UTILITY COMMITTEE
October 2nd, 2023
The regular meeting of the Street and Utility Committee was called to order at 6:30 p.m. in the
Albany Village Hall by Chairperson Larry Nipple. Members present were: Nipple, Kim Blumer,
Eileen Althaus, and Jim Mauerman. Absent: Roald Henderson. Also present: Lonnie Gill, Ex-
Officio and Tim Astfalk of Mead & Hunt.
Proof of posting was verified.
MINUTES: Motion by Mauerman, seconded by Blumer, to approve the previous minutes as
printed. Carried.
MANHOLE AND SEWER LINE UPDATE: Astfalk had nothing to update at this time; will
have more next month.
CLEAN WATER FUND ITA AND PERF RESUBMITTAL: Astfalk explained that the village
will need to resubmit to the DNR for funds to repair manholes and sewer lines and increase by
10%; the original submittal was $1.1 million dollars. Motion by Blumer, seconded by Mauerman,
to resubmit for $1.21 million to DNR for funds. Carried. This will be for future project 2024
through 2025.
DNR QUESTIONS ON PHOSPHORUS TRADING: DNR had concerns about our phosphorus
trading plan with Reimer Family Farms. Gill and Astfalk will meet with DNR to discuss and
alleviate these concerns on Wednesday, October 11th, 2023 in Madison at DNR Resource Center.
WELL HOUSES CHEMICAL PUMP REPLACEMENT: Village has six chemical pumps for
water. Gill has a quote to replace these six pumps with a newer style, as two of the present pumps
are in need of replacement at $1,400 each. After discussion, it was decided it would be better to
replace all six pumps with a new safer style pump. Motion by Blumer, seconded by Nipple, to
have Mead & Hunt inspect pumps, and if recommended, to replace pumps and have the contractor
install and do a submittal to the DNR for a sum of $7,950; look into using ARPA funds if possible.
Carried.
ALBANY VILLAGE SIGNS: The Albany School industrial arts class has offered to construct
two new village entrance signs and a sign for the new public works shop. Motion by Blumer,
seconded by Mauerman, to do a donation to the school program of $1,000 to help cover the costs
of materials. Carried.
2024 BUDGET: After discussion of line items in budget; motion by Nipple, seconded by Althaus,
to add $2,500 to street cleaning with everything else remaining the same; for a total budget of
$240,500. Carried.
TRAINING: None
ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Gertsch to test for water license.
ADJOURNMENT: Motion by Blumer, seconded by Althaus, to adjourn. Carried.
