PUBLIC HEARING / PLANS COMMISSION September 5, 2024 The Public Hearing and regular meeting of the Plans Commission was called to order at 6:30 p.m. by President Kim Blumer in the Albany Village Hall. Members present were: Blumer, Michelle Monson, Fred Johnson, Larry Ommodt, David King and Paul Rhyner. Also present: Paul & Lavene Morrison, Michael & Dawn Kollatz, Darrell Clark, Andy Swartz and Jay Hotchkiss. Proof of posting was verified. MINUTES: Motion by Rhyner, seconded by Ommodt, to approve the minutes of the previous meeting as printed. Carried. PUBLIC HEARINGS: A. MICHAEL & DAWN KOLLATZ PARCEL #23101 0317 0000: Kollatz’s are present to request a variance for their property located at the corner of South Cincinnati and East State Street to build an accessory building prior to the primary residence. Motion by Rhyner, seconded by Johnson, to allow the variance to build an accessory building prior to the primary residence, with the accessory building not to exceed their proposed plan of 30x60 with a 14.7’ peak. Carried. Rhyner also asked that they keep the Commission informed of their plans to proceed with the house progress as soon as a plan has been decided upon. B. PAUL MORRISON 304 SUGAR RIVER PARKWAY: Morrison is requesting a 15’ variance to allow for a 10’ front setback rather than the required 25’, which is needed in order to meet the 75’ DNR rear setback. The two next door neighboring homes are at a 1.6’ and 5.7’ front setback from the property line. The house plan is a single story, approximately 1,200 square feet, with a garage and walkout basement. Morrison is not currently the property owner; Andy Swartz is the property owner and there is an offer to purchase contingent on Morrison obtaining this variance. Motion by Blumer, seconded by Ommodt, to approve Morrison’s 15’ variance to allow a 10’ front setback contingent on the sale of the property going through to Morrison. Carried. FENCE PLANS: Nothing. CHICKEN PERMITS: Nothing. ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Brewer announced that there will be a TIF 101 educational presentation on Monday, September 9, 2024 starting at 6:00 p.m. and invited everyone to attend.
