PUBLIC HEARING / PLANS COMMISSION January 2, 2025 The Public Hearing and regular meeting of the Plans Commission was called to order at 6:32 p.m. by President Kim Blumer in the Albany Village Hall. Members present were: Blumer, Michelle Monson, Fred Johnson and Larry Ommodt. Absent: David King. Also present: Paul Rhyner, Matt Sheahan, Dan Kauk, Haley Ceroni, Rodney & Dena Wendlandt, Brian & Rhonda Flannery, Jim Kaltenberg, Danielle Hall, Jenny Miller, Christine Coffey and Brian Hauri. Proof of posting was verified. MINUTES: Motion by Monson, seconded by Ommodt, to approve the minutes of the previous meeting as printed. Carried. PUBLIC HEARINGS: A. VARIANCE – 302 WEST MAIN STREET: Motion by Monson, seconded by Johnson, to approve the variance to build a deck in the existing place of the previous deck which did not meet the required 9’ setback. Carried. B. CONDITIONAL USE PERMIT – 301 THIRD STREET: Haley Ceroni was present to introduce herself and explain her business and open the floor to questions. Many questions and much discussion; a suggestion of having an emergency plan provided; she requires all animals be up-to-date on vaccinations and they are vetted; she has all clients sign contracts; she has a five-foot chain link fence for a play area for the dogs; she addressed how she takes care of the waste and how she houses the dogs while in her care; citizens would like to know what the board would require in order for her to maintain this permit; the committee spoke with Ceroni and it was decided that the item will tabled for a month. Some conditions discussed to consider adding to the permit include: requiring vaccinations; requiring contracts; business hours; limit of dogs (daily and overnights); insurance; remain in fenced area and/or leashed; keep waste cleaned and properly disposed of; a floor plan to show where the animals are kept and submit to the Village, EMS and Fire Department; create an emergency plan; put up a notice to indicate how many animals are currently on-site; and provide updated contact information on a regular basis. This will be discussed in more detail at the February meeting. FENCE PLANS: Nothing. CHICKEN PERMITS: Nothing. ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Conditional Use Permit at 301 Third Street for the February meeting. ADJOURNMENT: Motion by Blumer, seconded by Monson, to adjourn.
