PUBLIC HEARING / PLANS COMMISSION August 7, 2025 The Public Hearing and regular meeting of the Plans Commission was called to order at 6:30 p.m. by President Kim Blumer in the Albany Village Hall. Members present were: Blumer, Michelle Monson, Paul Rhyner, Travis Christen, David King and Larry Ommodt. Also present: Troy Maggied of Southwestern Wisconsin Regional Planning Commission, Lonnie Gill, Scott Vosters, Adam Kopp, Jill Hanson, Jasmine Perrin, Tod & Kelly Luedy. Proof of posting was verified. MINUTES: Motion by Monson, seconded by Rhyner, to approve the minutes of the previous meeting as printed. All ayes. Motion carried. PUBLIC HEARING – TAX INCREMENT FINANCING DISTRICT NO. 3 (TID 3): a. Tax Increment Financing District No. 3 (TID 3) Creation Boundary and Project Plan – Troy Maggied was here to explain the draft of the Tax Increment District Plan (TID 3) and map. The draft plan has been submitted to the Department of Revenue and is in full compliance with their regulations. Some questions and concerns that were addressed: making sure the current wastewater system is sufficient enough for the increase in population; types of housing that may be developed such as single family, single family (55+); duplex condos and apartment buildings; making sure the new housing will draw positivity to the community; making sure there is still adequate fire and police protection. b. Consideration/Discussion – Resolution 02-25 Approving Tax Increment District No. 3 (TID 3) Project Plan and Boundary. Motion by Monson, seconded by Rhyner, to approve Resolution 02-25. All ayes. Motion carried. FENCE PLANS: Motion by Ommodt, seconded by Monson, to approve the fence plan 400 South Mill Street. All ayes. Motion carried. CHICKEN PERMITS: None.
