STREET AND UTILITY COMMITTEE
April 1st, 2024
The regular meeting of the Street and Utility Committee was called to order at 6:30 p.m. in the
Albany Village Hall by Chairperson Larry Nipple. Members present were: Nipple, Kim Blumer,
and Roald Henderson. Also present: Lonnie Gill, Ex-Officio, and Andrew Skog of Mead & Hunt.
Absent: Eileen Althaus, and Jim Mauerman.
Proof of posting was verified.
MINUTES: Motion by Blumer, seconded by Henderson, to approve the previous minutes as
printed. Carried.
SLIP LINING, SEWER MAINS, MANHOLES AND SEWER UPGRADE: Skog presented
a map of manholes / sewer lines that are in need of repair. This includes 4800 feet of sewer to be
relined and approximately 80 manholes that need repair among some other repairs. This will be
in the 2025 application and will have additional details next month.
2024 VILLAGE ROADWORK: Gill gave a list of 10 streets in need of sealcoating and repairs
at a cost of approximately $60,000. Motion by Blumer, seconded by Henderson, to proceed with
the presented roadwork for 2024. Carried.
SALE OF TRUCK #1: Gill would like to sell the 2006 Chevy Truck with plow. After discussion,
this was tabled to check on the rules and see if this needs to be a sealed bid sale that would be open
to the public.
SOLAR PROJECT: Henderson presented a proposal to install a solar array on the old village
shop at Water Street. Full Spectrum Solar offered a bid that seems to be the best option for the
Village that will save electrical costs for years to come. Motion by Blumer, seconded by
Henderson, to take to the village board meeting for more discussion and approval. Carried.
SEMI PARKING BY RECYCLE CENTER: Gill would like to expand the parking area to
allow more overnight parking for large trucks. He proposed to add a culvert that the village already
has and more gravel for allowance of up to six large trucks. Motion by Blumer, seconded by
Nipple, to add gravel and a culvert tube at the Recycle Center parking area for a cost not to exceed
$1,500.
TRAINING: None at this time
ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Gill has several bids in for water
tower / stand pipe repairs and inspections for next month’s meeting.
ADJOURNMENT: Motion by Blumer, seconded by Henderson, to adjourn. Carried.
