STREET AND UTILITY COMMITTEE June 3, 2024 The regular meeting of the Street and Utility Committee was called to order at 6:30 p.m. in the Albany Village Hall by Chairperson Roald Henderson. Members present were: Henderson, Kim Blumer, Jim Mauerman and Eileen Althaus. Absent: Fred Johnson. Also present: Kimberly Klein, Lonnie Gill, Ex-Officio, and Andrew Skog of Mead & Hunt. Proof of posting was verified. MINUTES: Motion by Blumer, seconded by Mauerman, to approve the previous minutes as printed. Carried. LS #5, SLIP LINING AND MANHOLE SEWER UPDATE: Skog updated status of Facilities plan. Reported on proposal to rebuild lift station 5 and replace 2 pumps that do not have adequate power and capacity to prevent possible outages. The pumps needing replacement work OK and were purchased within the last couple years. Included plans for slip lining and replacing manhole covers. Presented for sewer increase required to pay for the financing necessary. Discussed having Skog draw alternative plan that does not include improvements to lift station 5, but does include other improvement to WW treatment in the Facilities plan. Skog thought he could have that plan ready in about a week. Motion by Blumer, seconded by Mauerman, to have Skog draw alternative facilities plan to include improvements to WW treatment. Carried. Also discussed scheduling a public hearing to discuss the facilities plan. Gill mentioned his preference to have this hearing in August since he will be gone at the beginning of July. CMAR: Motion by Althaus, seconded by Mauerman, to accept the CMAR plan. Carried. VILLAGE ENTRANCE SIGNS FUNDING: Recommend donating $4,000 to the Albany School District that is restricted to the purpose of funding village entrance signs specified in the purchase contract #1100 submitted by Rolli Worx. The funding source of the donation is remaining county funds approved for street improvements in prior years. Motion by Henderson, seconded by Mauerman, to approve the $4,000 for village entrance signs. Carried. PUBLIC WORKS TRAILER: Gill informed committee of a 16’x81’ trailer from Carter & Gruenwald for $3,650 and funding source is remaining county funds approved for street improvements in prior years. Motion by Blumer, seconded by Mauerman, to approve the purchase of the trailer in the amount of $3,650. Carried. PUBLIC WORKS NEW TRUCK / TRUCK #1 SALE: Gill updated on the status of the new truck. He also confirmed that the school would like to purchase the old truck #1 for $2,500; the committee approved this sale at the May meeting. STREETS YTD BUDGET: Reviewed current status of Streets budget. Street & Utility June 6, 2024 Page 2 TRAINING: Nothing. ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Gill waiting on the costs of wiring/electric for possible Village Hall generator; expects to request using ARPA funds to pay for this. Gill is also looking into storm sewer funding for miscellaneous water and testing requirements, curbs, etc; he will update when more information is available.
