STREET AND UTILITY COMMITTEE
November 4, 2024
The regular meeting of the Street and Utility Committee was called to order at 6:30 p.m. in the
Albany Village Hall by Acting Chairperson Kim Blumer. Members present were: Blumer, Fred
Johnson and Jim Mauerman. Also present: Lonnie Gill, Ex-Officio and Andrew Skog of Mead &
Hunt. Absent: Bert Hefty.
Proof of posting was verified.
MINUTES: Motion by Johnson, seconded by Mauerman, to approve the previous minutes as
printed. Carried.
SLIP LINING AND MANHOLE SEWER UPDATE: The Notice of Approval has been received for slip
lining and manhole repairs; approved for low interest loan on .951% of project and on the .049%
on a little higher interest rate. This item will be added to next month’s agenda to design plans for
the project.
FIELD INSPECTION: Field inspections on prosperous trading field show some bare spots; those
spots should be reseeded to keep it in compliance. Discussion on how and when to sample
discharge water. Motion by Blumer, seconded by Johnson, to have Mead and Hunt to draft permit
modification plan for DNR approval. Carried.
STORM SEWER UTILITY COST: More information needed on how to setup the utility; the cost
from Mead & Hunt could range from $16,000 to $19,000 for first year of start up to implement
needs to be made a storm sewer utility.
SEWER AND WATER RATES: Motion by Blumer, seconded by Mauerman, to apply to PSC for
simplified rate case for water rate increase. Carried. Motion by Blumer, seconded by Mauerman,
to approve a 5% sewer rate increase. Carried.
NORTH SUMMIT DRAINAGE: Motion by Johnson, seconded by Mauerman, to have Brian Hauri
purchase culverts and village to help install. Carried.
ON-CALL PAY: Motion by Johnson, seconded by Mauerman, to increase on-call weekend pay
from $50 to $60 per day. Carried.
TRAINING: None.
ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Design plans for slip line and manhole.
ADJOURNMENT: Motion by Johnson, seconded by Mauerman, to adjourn. Carried.
