MINUTES OF THE ALBANY VILLAGE BOARD
May 12, 2025
The regular meeting of the Albany Village Board was called to order at 6:30 p.m. in the
Albany Village Hall by President Kim Blumer. Members present were: Blumer, Michelle
Monson, Fred Johnson, Paul Rhyner, Kimberly Klein, Tonya Stephan and Bert Hefty. Also
present: Robert Ritter, Lonnie Gill, Jim Graves, Wesley Isenhart, Jasmine Perrin.
Proof of posting was verified.
AGENDA: Motion by Monson, seconded by Hefty, to approve the agenda as printed. All
ayes. Motion carried.
MINUTES: Motion by Johnson, seconded by Rhyner, to approve the minutes of the April 14,
2025, and April 28, 2025, board meetings as printed. All ayes. Motion carried.
PRESIDENT’S MOMENT: Nothing.
PUBLIC APPEARANCES: Jim Graves was present to express concern about the burn
barrels, not many municipalities still allow this and does not really see a need for this. We
have a recycle center, have two great employees and there is not a need to burn; just
recycle. Graves gave some locations to Chief Ritter that may be burning items that are not
allowed. This item will be taken to a Building/Grounds/Cemetery/Recycle committee
meeting.
LIBRARY UPDATE: Nothing.
GREEN COUNTY DEVELOPMENT CORPORATION: Nothing.
ALBANY COMMUNITY 1ST / CHAMBER: Isenhart was present to report that they received
enough funding to cover all hanging flower baskets for this and most likely most of next year
as well; looking into the possibility of continuing past the bridge too. Looking at doing
welcome baskets for people moving into the community. Monson asked if they were
looking into doing any of the bump out areas downtown, which the Chamber has not.
ORDINANCE RECODIFICATION: Motion by Monson, seconded by Klein, to have the Code
Attorney from Civic Plus draft a proposed organization plan to explore arranging the
chapters alphabetically. All ayes. Motion carried.
ASSOCIATED APPRAISAL – REVALUATION OPTIONS: Motion by Rhyner, seconded by
Hefty, to table until receive more information on the options between Interim Market
Update and Exterior Revaluation. All ayes. Motion carried. Brewer will provide a chart
comparison between the four options provided by Associated Appraisal.

COMMITTEE AND COMMISSION REPORTS: The following committee and commission

VILLAGE PARK BATHROOM WALL / STEPS: Motion by Stephan, seconded by Hefty, to
approve replacement of the village park bathroom wall at a cost of $1,857.80. All ayes.
Motion carried. The public works crew will purchase the wall locking blocks and complete
the work.
BOWMAN PARK SHELTER ROOF / FASCIA REPLACEMENT: Motion by Stephan, seconded
by Monson, to approve the park shelter roof/fascia replacement at a cost of $1,641.73. All
ayes. Motion carried. The public works crew will purchase the material and complete the
work.
RE-HIRE SUMMER PARKS LABORER: Motion by Stephan, seconded by Rhyner, to re-hire
Avary Briggs as summer parks laborer with a starting date of May 12, 2025. All ayes. Motion
carried.
RE-HIRE BALL PARK COMMISSIONERS: Motion by Stephan, seconded by Klein, to re-hire
ballpark commissioners Jeff Inabnit and Don LaPointe. All ayes. Motion carried.
RE-HIRE REC DIRECTOR: Motion by Stephan, seconded by Monson, to re-hire Cindy
Mauerman as Summer Recreation Director. All ayes. Motion carried.
REC-DIRECTOR TO HIRE ASSISTANT: Motion by Stephan, seconded by Hefty, to have
Cindy Mauerman hire the assistant recreation director. All ayes. Motion carried.
OPERATOR’S LICENSES: Motion by Monson, seconded by Klein, to approve operators’
licenses for Sydney Mortaloni and Sara Sanwick. All ayes. Motion carried.
PULLING AND INSPECTING WELLS #1 & #2: Motion by Johnson, seconded by Monson, to
accept CTW bid in the amount of $28,662. All ayes. Motion carried.
2025 ROAD WORK: Motion by Johnson, seconded by Blumer, to accept 2025 road work in
the amount of $58,505 as follows: crack seal 8,550’ of various roads, dura patch various
roads, South Fifth Avenue, West Nichols Street, South Taylor Street, North Cincinnati
Street, South Cincinnati Street, South Summit Street, . All ayes. Motion carried.
TRAINING: Motion by Johnson, seconded by Rhyner, to send Gill to Rural Water
Conference on May 14, 2025, to obtain 6 credits at no cost; and to send Blumer to
Wastewater training on June 5, 2025, at a cost of $45. All ayes. Motion carried.

APPROVAL OF BILLS: Motion by Hefty, seconded by Monson, to approve the bills as
presented. All ayes. Motion carried.
ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Burn barrels, revaluation options, sign
for smoky the bear (fire hazard rates), parking adjusted for tubing, speeding in the village,
and emergency signs/lights by the Fire/EMS department driveway.
ADJOURNMENT: Motion by Rhyner, seconded by Monson, to adjourn. All ayes. Motion
carried.
