PARC Committee June 10, 2015 Page 2 PARC Tax Advisory Board June 10, 2015 Bank of American Conference Room Attendees Brian Thompson Laurel Shelley Dale Gunther James Hansen Staci Carroll Joe Heaps Nan Kuhn The meeting started a 6:30 pm, with introductions. James Hansen moved to approve the May 27, 2015 meeting minutes. Laurel Shelley seconded the motion and passed unanimously. Steve Downs from the Orem CARE program spoke about the Orem program and offered to help us with information, application forms, and surveys. Orem Program In November 2013, Orem voters for the CARE tax for an additional 10 years, 50% going to cultural & arts and 50% to recreation. Both nonprofit and government entities (including the City of Orem) may receive CARE funds. The City Council reviews CARE grant applications and decides how CARE funds are allocated. Two types of CARE grants are available: Major Grants: $5,000 or more to a nonprofit organization Mini Grants: $4,999 or less to a nonprofit organization  Grants award once a year and distributed within 6 weeks of announcing grants recipients  Individuals from committee should attend events for those who received the funds.  If a show they should specific the show that will receive the funding  No scholarships  Arts & Cultural Grant for operating programs, no capital improvements  Recreation Grants can be used for capital improvements and operating programs  Master plans for parks and trail/ped should be considered in awarding funding  Application submittal information on website: (committee review applications)  Online application or hard copy  Qualifications  Application requirements  Dates application is due  Financial statement  Only 1½% of grant request for administrative costs PARC Committee June 10, 2015 Page 2  Announcement city is taking application: on city website, mail, city newsletter, social media  Presentations from only those who qualify  Mini Grants meet with committee: 15 minute interview, must specify what funds are for and justify how they will to be spent  Major Grants meet with City Council: 15 minute interview, must specify what funds are for and justify how they will be spent  Announce on city website the names who received the grants  Orem places signs on those who received a grant (signs paid by the CARE Program) Contact Steve (801-358-9331) or Orem’s website for additional information. Committee decided to meet again on July 29th, 6:30 pm, American Fork Bank Conference Room. The meeting adjourned at 7:30 pm. On July 6th the committee decided to meet on July 22nd instead of July 29th.

The Agenda shall be as follows: ORGANIZATIONAL MEETING 1. Approve minutes from May 27, 2015. 2. Understand lessons learned from Orem City and guest Steven Downs 3.
