The meeting started at 5:30 pm.
Approve the November 1, 2017 minutes
Dale moved to approve the November 1, 2017, meeting minutes. Laurel seconded the motion and the
motion passed unanimously.
Signage Compliance Update
Derric Rykert reported and showed in his presentation that proper signage was in place for the
completed projects and those nearing completion.
Action & (Responsibility) -
Make sure that a larger sign or banner is in place during the construction phase (Grant
Recipients)
Ensure that PARC funds are adequately recognized for the equipment awards received by Fox
Hollow over the past two years (Clark)
Art Dye
At the request of the Board, Derric responded to questions about the Art Dye project, specifically
covering the phased approach, the estimated cost of completion and potential funding sources. A
summary slide deck was distributed. The estimated total cost of all three phases is just under $5 million.
Other funding opportunities discussed were: impact fees, county restaurant tax, grants and naming
rights. Bonding for the full cost of completion during the remaining seven year term of PARC tax
approval was discussed and will be studied further once legal clearance is given that this is a viable
funding strategy.
Action & (Responsibility) –
Check with Cherylyn about using PARC funds to repay an bond issued for Art Dye Park (Camden)
Study and report back the feasibility of using PARC funds to partially repay a bond issue for the
park (Dale)
Get cost comparison of phased construction relative to consolidate construction (Derric)
Work with Nate on value engineering (Derric, Nate)
Workshop
The date of February 28th was set for the 2018 Applicant Workshop.
Steel Days
Steel Days is considering other events that could help offset the deficit incurred each year. Possible
events include a demolition derby, to be held at the county equestrian park after sharing the cost of
improvements, and restoring the “Big Show.” Timpanogos Arts Foundation has been asked to serve on
the Steel Days Committee in order to oversee various artistic activities and events.

Determine funding legality and possibilities for the equestrian park improvements (Cherylyn,
Robert)
Other
Is there a possibility that TAF can once be housed at the recreation center to save the cost of leasing
space?
Action & (Responsibility) –
Meet with Reggie to discuss this re-location possibility (Dale)
Derric proposed the re-direction of funds from approved PARC projects that saved money, through the
use of internal labor, to the Quail cove parking area. The additional funding is needed to address
engineering concerns about the fill materials currently in place. The Board unanimously agreed to make
this recommendation to the Council.
Action & (Responsibility) –
Draft a memo to the Council to make this recommendation from the Board (Brian)
Unless the Mayor-elect chooses otherwise, PARC Board succession candidates are suggested by the
Board and then reviewed by the Mayor and Council for a final decision.

Laurel moved to adjourn the meeting at 6:40 pm, Clark seconded the motion.
