Laurel moved to approve the April 1, 2019 meeting minutes, Scott seconded the motion. Motion passed unanimously. Grant Applications Discussion: The Board discussed each application thoroughly and evaluated each project based on how they support and enhance the American Fork community and its diversity of interests for parks, arts, recreation, and culture. The Board was unanimous with its final recommendations for allocation of PARC tax funds. With the COVID-19 virus the established PARC tax revenue is lower due the businesses and restaurants that have been required to close. The new estimates $920,284. If the final revenue is less than the estimation, the Board recommends each award drop according to the percentage of the short fall. The Board will offer a separate recommendation for excess revenue received. Fork Fest is moved to September 5, 2020 Karen moved to adjourn the meeting at 6:35 pm, Scott seconded. The following statements explain the reasoning for these recommendations: DUP 60 Year Celebration $1,200.00 This celebration will help American Fork citizens celebrate and understand the pioneer heritage of our town and help children become excited about our history. ACT: Programming $30,000.00 Based in American Fork, ACT, provides quality productions for our community and has been a good steward of PARC money in the past. They plan to present a productions of Matilda and A Christmas Carol. These productions will bring great entertainment and enjoyment to our community. Friends of American Fork Library: Dictionaries for 3rd Grades $3,208.00 Vocabulary is crucial to a child’s growth and development. The Dictionary Project encourages students to enjoy reading and to gain an excitement for learning new words. This project provides a dictionary for every third grade student in our community. Friends of American Fork Library: Book Fairy Project $14,515.00 Literacy enhances arts, culture, and community. The Book Fairy Project encourages students to enjoy reading and learning and to pursue an understanding of literary arts. This project provides a book each month of the school year for every first grade student in our community. New Friends Quilt Circle: Sewing Equipment $2,400.00 This grant will provide four new sewing machines to further their educational and service activities. New Friends Quilt Circle: Quilting Events $2,000.00 This request will provide materials for the Quilts of Valor project and events to honor veterans. It will also be used to provide educational experiences in conjunction with National Quilt Day. While honoring these veterans for their service with quilts, the group who makes them will learn new skills and preserve the skill, culture, and value of this pioneer art. The number of service hours this group donates is extensive and notable. Harrington Center for the Arts: Fork Fest $25,000.00 Last year’s Fork Fest was very successful. This annual music festival provides an opportunity for our community to close out the summer by experiencing local musical talent as well as talent from outside of our community. The whole concept of this musical festival encourages participation and enjoyment in art, culture, and music. Harrington Center for the Arts: Chalk Fest $5,000.00 This week-long festival brings an exciting art experience to our city through professional chalk artists, chalk art competition, community participation, and live voting by the community. Having it happen in conjunction with Steel Days will enhance our celebration and encourage art in the community. Harrington Center for the Arts: Concerts in the Park $5,500.00 Members of the Community value the tradition of the Concerts in the Park series during the summer. These concerts bring many people together and provide an important musical and social experience for American Fork patrons in the unique environment at Quail Cove Wasatch Dance: Immersive Dance Performance $4,000.00 Dance is highly valued in the American Fork community, and this innovative and exciting performance will showcase the art of dance in a different way. Timpanogos Arts Foundation: The Timpanogos Arts Foundation produces many worthwhile performances and educational programs for the American Fork Community. They provide an opportunity for community members to participate in their specialty areas (symphony, band, choir, visual art, theater, etc.) and produce quality performances and exhibitions for the members of our community. TAF enhances the life experience in American Fork and contributes to a well-balanced community. The Board recommends each group within TAF be given the following grants: Youth Choirs: $15,000.00 Wasatch Winds: $20,000.00 Mary Kawakami Speech Contest: $2,300.00 History and Heritage Pageant: $4,500.00 Vivace Youth Orchestra: $7.500.00 Wasatch Show Band: $16,000.00 Timpanogos Chorale: $16,000.00 AF Youth Theater: $18,000.00 AF Symphony: $27,569.00 AF Community Theater: $30,000.00 AF Visual Arts: $15,000.00 Administration: $40,000.00 Timpanogos Symphony: Educational Concert at Greenwood $5,600.00 This concert will feature selections from Saint-Saen’s Carnival of the Animals and other animal-inspired musical selections. With coordinated curriculum materials provided for use in the science and music classrooms, this will be a great educational opportunity for students to find synthesis in the sciences and the arts. This will be especially meaningful for students who do not have great access to such artistic experiences. Greenwood Elementary was chosen as the venue due to its Title I designation. AF Library: Children’s Room $110,000.00 The Board is very supportive of this project and believes this should be a city priority. The library is a center for children to discover literature and culture, be tutored, and participate in many other worthwhile activities. An expanded area for children’s programs will enhance the library experience for the entire community--especially the children. AF Parks and Recreation: Art Dye Park $350,000.00 American Fork has been working to complete Art Dye Park for many years, and the vision for the park is excellent. The current plan, when completed, will make this an acclaimed gathering place for athletics, entertainment, and recreation. Ongoing funding for this multi-use park is a prudent use of PARC tax funds. Parks and Recreation: Boat Harbor Expansion Matching Funds $150,000.00 Matching funds from the state make this project especially appealing at this particular time. An improved boat harbor and park will be a great addition to the community as well as to the overall Utah Lake development plan. The Board recommends this amount for this year with the intent to provide a second grant next year if feasible.  Requests Not Recommended for Funding This Year ACT: Wireless Mics Though these mics would enhance the audience experience for ACT, funding is not available at this time. Friends of the Library: Early Literacy Kits Part II Though these are valuable educational kits, funding is not available at this time. Harrington Center for the Arts: Walls Although the walls are a good idea and have brought art and interest to American Fork, funding is not available at this time. Parks and Recreation: Awesome Playground Though this is a worthwhile project, funding is not available at this time. AF Parks and Recreation: Quail Cove Restroom This is definitely a worthy project that would improve the community experience at Quail Cove, but the commitment to other parks prohibit funding for this year. This can be applied for during another year. AF Parks and Recreation: Benches, Tables, and Trees The benches, tables, and trees purchased with PARC fund over the past few years have improved the park experience tremendously; however, funding is not available at this time. AF Parks and Recreation: Trail--Rotary to 100 West This trail would be a valuable asset in connecting sections of American Fork; however, funding is not available at this time. AF Parks and Recreation: Wibit Obstacle Course This would be a great addition to our pool facility, however funding is not available at this time. AF Parks and Recreation: Front Desk Remodel The Board feels this would be better funded by the city as part of their overall capital improvement plan.
