Board of Trustees Minutes January 27, 2020 Meeting called to order at 7:30 p.m. MEMBERS PRESENT: Mayor Siry, Deputy Mayor Kevin Smith, Trustee Bernius, Trustee O’Neill ALSO PRESENT: Acting Chief of Police, Bryan Burton Superintendent, DPW Bruce Hopper Clerk/Treasurer Catherine Murdock Assistant to the Mayor, Wendy O’Neill Mayor Siry welcomed all those in attendance to the January 27, 2020 Board of Trustees Meeting and invited Acting Chief Bryan Burton to lead the group in the Pledge of Allegiance. Deputy Mayor Smith shared upcoming dates for community events, including the Mayor’s Spring Social to be held on Sunday, March 1st, from 3 p.m. to 7 p.m., at Unqua Corinthian Yacht Club. Mayor Siry asked residents to provide their emails on the clip board at the podium or go to Amityville.com to sign up for Mayor’s emails and alerts. Mayor Siry invited Trustees to present Committee Reports (Dec/Jan): Department of Public Works (Trustee O’Neill): Set up and removed holiday decorations and prepared for the annual tree lighting, annual leaf pick up program resulted in disposal of 64.72 tons of leaves; cleaned up after an multiple car accidents; prepped the Memorial Plaza for construction, and installed a temporary light fixture to luminate the parking lot during construction; disposed of cabinets from a construction project at the fire house; sign and meter repairs and replacement; cleaned up #118 Oak Street for an eviction and yard cleanup; removed and replaced ceiling tiles at the main fire house damaged from a roof leak; deployed staff for two snow events, streetlight replacement and repairs; tree and limb removals following storms; inspected catering truck and 2 tow trucks; sign and meter replacement and repairs; drain grate cleaning on Village storm drains; repair of damaged signs; installed 500 feet of conduit and wire and repair the lighting around Avon Lake; windscreen repairs at the beach, and installation of a chain link gate/fencing and warning sign due to erosion at west jetty. Court (Trustee Bernius): November report: Village Justice $11,553; Associate Justice $4,274.50; Parking Violations $7,400.00 (71 tickets processed and 64 collected on); Criminal/penal/traffic activity: 186 charges processed; 96 closed out, $15,827.50 collected in fines/surcharges. Bail was ordered posted and processed on 5 cases, $2,036.00. December report: Village Justice $9,322.96; Associate Justice $5,011.25; and Parking Violations $4,840.00 (58 parking tickets processed; 47 tickets collected). Criminal/penal/traffic activity: 109 charges processed, 99 closed out and $14,334.21 collected in fines/surcharges. Bail was ordered posted and processed on 3 cases in the amount of $240.00. Mayor Siry noted that SCVOA and NYCOM are working to get adjustments to newly enacted Bail Reform legislation. The Village is tracking our manpower and resources to hopefully be reimbursed at a later date. Amityville Police Department (Deputy Mayor Smith): In November, 13 arrests, 504 blotters, 56 cases, 155 citations, 77 medical aided and 33 traffic accidents, 33; in December, 21 arrests, 530 blotters, 78 cases, 83 citations, 3 field interviews, 84 medical aided 41traffic accidents. Building Department (Deputy Mayor Smith): December, $34,107.00; 27 total permits issued (14 building and plumbing, 13 other rental/fence/sign etc.); 54 inspections performed, 21 violations issued, 1 clean up ordered and performed by DPW, 13 parking tickets, 12 fire inspections performed and responded to 2 fire department call outs. 1  Board of Trustees Minutes January 27, 2020 Mayor’s Actions The Mayor requested approval of the Board of Trustees Meeting minutes from January 13, 2020. In an unrelated matter, residents of Marion Rd. spoke in opposition to the storage of commercial vehicles, trailers and equipment in the yard of 32 Marion Rd. where a side yard is being used illegally for storage. They also are concerned that the home will be converted to a two family, potentially even a three family. Mayor Siry advised that the owner is in the process of applying for vehicle storage, which will be heard at the 2/10/2020 Board of Trustees meeting. The Mayor assured residents that the Board is concerned about any improper use of the property in a residential neighborhood. These include leaving lawn clippings on lawns for compost, using organic fertilizer (12 % nitrogen) and limiting the amount of nitrogen used. He also suggests analyzing the microbiology of soils, recycling kitchen scraps in self-contained units compost systems, limiting plastic utensils at our Beach Pavilion as a requirement of pavilion rental, and using rain sensors for sprinkler systems instead of watering lawns when it is raining out.
