Meeting called to order at 7:30 p.m.

Mayor Siry welcomed everyone to the Board of Trustees meeting and invited Chief Burton to conduct the
Pledge of Allegiance. He noted that Deputy Mayor Smith was absent as he is travelling.
Mayor Siry acknowledged the Village was fortunate to avoid damage from the recent Hurricane (Henri)
and he thanked the Village first-responders and Department of Public Works for their preparedness.
He announced the following events:
• Wednesday is the last night of Supper by the Bay at the Beach, with Ricky Roache playing.
• The Beach Blast for Village residents will be held on August 28th with live music from The Byrne
Unit and fireworks at 9 p.m.
• Fridays on the Greene were a big hit this summer and this Friday, Andrew Issaaksen of
Amityville Vintners will be there with locally produced wines, along with craft beers from Amity
Ales. Tammi and Mike will be performing.
• Bay Village Civic Association Farmer’s Market will run through mid-October, Saturdays 9 a.m.
to 1 p.m.
• On Tuesday, Aug. 31st the Village will conduct a candlelight vigil for International Overdose
Awareness Day. He also stated that opioids continue to be a major problem. Please join us on the
steps of Village Hall as we remember those we have lost.
• Saturday, Sept 11th will mark the 20th anniversary of the 9-11 attacks. Join us in memorial service
at 9-11 Park on Broadway and the LIRR.
Mayor Siry then welcomed the Amityville Chelsea 2017 Soccer Team who went all the way to Colorado
to the National championships and placed second in the country. He acknowledged their support of the
parents and Mike Abbondondolo and Jose Escobar, and assistant coach Erik Reyes who are greatly
appreciated for their efforts. He then presented proclamations to each player and coach.
He announced that Trustee Committee Reports will be deferred to the next meeting.

Public Hearing
A Public Hearing for Introductory Local Law No. 3 of the year 2021 to opt out of licensing and
establishing retail cannabis dispensaries and on-site cannabis consumption establishments within the
Village of Amityville pursuant to §131 of the Cannabis Law

Village Attorney Bruce Kennedy explained the proposed law and noted that if the Village does not opt
out by passing a local law by December 31, 2021 it will automatically be subject to the New York State
law. The local law is subject to a permissive referendum and the Board of Trustees has decided to call for
such referendum on its own motion instead of requiring residents to file a petition for such referendum
because of the complicated requirements for filing a timely petition. Mayor Siry pointed out that if the
Village opts out and prevents retail cannabis dispensaries and on-site cannabis consumption
establishments, it can always opt back in if it wishes.
Mayor Siry then invited the public to comment on the issue.
Public Commentary:
Christopher Garvey, 16 Nicol Ave., Amityville, NY gave background and history on cannabis and
voiced the opinion that marijuana has benefits.
Jack Magnani, 75 Meadow Lane, Amityville, NY believes marijuana to be a gateway drug and does not
want to see establishments in the Village, saying he has seen too many drug overdoses.
Mr. Kennedy pointed out that the law would only apply to retail sales in outlets in the Village and does
not affect usage or possession by residents.
Mayor Siry and Trustee O’Neill commented that people have differing opinions and the community
will have the opportunity to decide the matter.
In another matter, Joan Donnison, 165 S. Ketcham Ave., Amityville, NY asked for clarification that
Security Dodge will need to go to the Planning Board to determine how cars will be parked, etc. Mayor
Siry confirmed that would be the case.
