Meeting called to order at 8:15 a.m.

Mayor Siry welcomed everyone to the Special Meeting of the Board of Trustees and invited Chief Burton
to conduct the Pledge of Allegiance.
Mayor Siry called on Deputy Mayor Smith to share upcoming events, which included:
• Oct. 16th BVCA Fall Shredder Event Saturday, Oct. 16th at 9/11 Memorial Park, 10 a.m. - noon
• Saturdays thru October 16th Bay Village Civic Association Farmer’s Market, 9 a.m. – 1p.m.
• Park After Dark will hold a Spooky Faire on Friday, Oct. 29th 5 – 9 pm. and the Village will hold
an Octoberfest Friday on the Village Greene, Greene Ave. at Broadway.
• Oct. 30th Alzheimer’s Foundation Walk at Town of Babylon Park
• Oct 30 11:30 dedication of Jerry Graziano Memorial Park on W. Oak St.
• Nov. 13 Historical Society Dinner at Unqua Corinthian Yacht Club, honoring Ellen McVeety and
Andy Powell
• Ragamuffin Parade, Oct. 23rd 10 a.m. will step off at 9/11 Memorial Park.

Following the Executive Session in which the Board discussed the proposed approval of the Police
contract, which was due to expire on October 25th, 2021, the Board agreed to vote on the following

Mayor Siry thanked PBA President Harold Miller and the membership for coming together to agree on
the Police contract. He also thanked the labor attorney, Chris Kurz and Jackie for their assistance, and
noted that the contract is mutually beneficial for the APD and the Village.
Trustee Whalen also thanked Harold Miller, saying he is happy for both sides.
Mayor Siry also mentioned that the Board will be considering additional part-time hires for the APD,
which he stressed, does not guarantee hiring for future full-time positions.
Mayor Smith asked Chief Burton to review the signal and signage at Park Ave. and Ireland Pl. where
there seems to be some confusion among drivers on navigating the busy intersection.
The Mayor then opened the floor for public comments.
Joan Donnison, Bay Village Civic Association, 175 S. Ketcham Ave., asked if the Village has set the
hours for voting on the Cannabis Law on November 2nd, to which Clerk/Treasurer Murdock responded
not at this time. She also asked if Park Ave. will be closed for the Spooky Faire on Oct. 29th. Mayor Siry
advised that is to be determined. She asked if the water authority will be returning to finish paving a
section of S. Ketcham Ave. to which the Mayor responded, yes. She also asked if the signs featuring large
wording in car windows at the used-car dealership on Merrick Rd. and Park Ave. are permitted under
Village Code and asked to have the Building Inspector/Quality of Life Enforcer verify that the
appropriateness of the lighting in the windows of Esperanza Deli on Broadway. Mayor Siry reported that
Quality of Life has verified they are warm white LEDs. Finally, Ms. Donnison asked about the items in
front of and behind the thrift shop north of Sunrise Hwy at W. Smith St. Mayor Siry advised that the
items are on private property and not in the Village right of way, limiting what the Village can enforce.
There being no further agenda items, comments, or discussions. Mayor Siry called for a motion to
adjourn.
