Board of Trustees Minutes July 11, 2022 Meeting called to order at 7:30 p.m. MEMBERS PRESENT: Mayor Dennis Siry, Deputy Mayor Kevin Smith, Trustee Tom Whalen, Trustee Michael O’Neill, Trustee Owen E. He shared upcoming events including a fundraiser on 7/12/2022 on Park Avenue for Dale, the young son of APD Officer Graham Eickelberg, who is undergoing a health crisis. On Wednesday, Community Meeting #3 for the Downtown Revitalization Initiative, 6:30 – 8:30 p.m. at Park Ave. School, South Gym, and an LPC Committee meeting on Friday at 11 a.m. – 1 p.m. at the main Firehouse to go over the final slate of projects to go to the State for consideration. Also, on Thursday, the Kiwanis Club fundraiser “Show Me the Money” will be held at the Beach Pavilion, which is a lot of fun. Department of Public Works (Trustee O’Neill) DPW started the Parrot Feather remediation at Delano Preserve today with Mayor Siry helping out. This is a big project that will involve laying benthic blankets on sections of both the preserve and Avon Lake. This is expected to help to clear the invasive plants and allow for better water flow and environmental conditions. Other items include: putting up strings of decorative lights up for Fridays on the Greene, cleaning the north end of the beach field, clearing the storm drain at 25 Wanser Pl., the pipe replacement for drains at #47 Bayside Ave. and Anita Pl., building a new pergola at the northwest corner of the beach building for music performances, planting three trees at the County Line Rd. entrance to the Village, repainting and striping the beach lot, replacing two lamp posts damaged during motor vehicle accidents, watering of hanging planters and removing seaweed at the beach. Also carted and disposed of 27.6 tons Municipal waste, 29.90 tons of C&D; handled traffic/trash for the 4th of July parade; performed tree trimming and limb pick up; and assisted Beach concession operator with set up and electrical needs. Village Justice; $9,945.00 – Parking Violations; Penal/Criminal, Vehicle & Traffic, and Village Ordinances:387 charges were processed by the office, Sr. Justice Court Clerk; 228 charges were closed; and $25,701.00 was collected in fines and surcharges. Parking: 126 tickets were processed by the office, 92 tickets were collected on; and, $ 9,945.00 was collected in fines & penalties collectively. June 2022 $37,669.00 reported to the State as follows: $20,848.00 - Village Justice; $7,036.00– Assoc. Amityville Police Department – June (Deputy Mayor Smith) Mayor Siry took a moment to congratulate the department on a recent arrest following an incident that occurred at Crunch Fitness. Three officers were injured in a chase but the suspect was apprehended/arrested. Total arrests 16; blotters, 604; cases 71; citations, 327; field interviews, impounds and juveniles 0; medical aided 93, and traffic accidents 27. Be it enacted by the Board of Trustees of the Village of Amityville as follows: Section l . The Board of Trustees finds upon the recommendation of the Deputy Clerk that the expiration date of coin-operated amusement device licenses should be changed to coincide with the expiration of cabaret licenses within the Village. This change is appropriate because the only establishments currently using coin-operated amusement devices are bar/restaurants with cabaret licenses. Said change will simplify and streamline the approval process for both types of licenses. The annual cabaret license expires on January 31 of each year and the coin- operated license on September 30 of each year. The Village Code should be amended so that both licenses expire on January 3 1 of each year. Section 2. 107-22 paragraph C of the Code of the Village of Amityville is hereby amended to read as follows: "C. All licenses shall be issued annually and shall expire on January 31 next succeeding the date of issuance thereof. " Section 3. This local law shall take effect immediately and all existing coin-operated amusement device licenses shall expire on January 3 1, 2023. The Board of Trustees finds that one of the uses currently permitted in the B-2 General Business District is hotels, and that such use is no longer appropriate for the areas along Merrick Road and Broadway with B-2 zoning. This determination is based on the fact that hotel use is not compatible with existing uses in said zoning District and adjacent areas, coupled with no parcels within such District have sufficient size or utility to be used for hotel purposes. Section 2. 183-82 paragraph (A) (9) of the Code of the Village of Amityville is hereby amended to read as follows: "(9) Clubs, fraternity houses or lodges and private schools" Section 3. This local law shall take effect immediately. PUBLIC COMMENTS Phil Amico, 316 S. Bayview Ave., Amityville, He also requested that the Village add a third stop sign to the intersection of S. Bayview and Griffing Ave., to create a 3-way stop for the safety of motorists and pedestrians. The Board agreed. He also asked about the paving of S. Bayview Ave. including Turner Pl. and Cooper Ave., which were left in rough shape after utility work. Mayor Siry responded that the Village approved an agreement with National Grid for them to reimburse the Village $2 million for repaving those streets. Lastly, Mr. Amico asked when the fishing pier would be repaired and reopened, and Mayor Siry informed him that the pier was repaired and reopened this week. Joan Donnison, 150 S.
