Board of Trustees Meeting Minutes September 12, 2022 Meeting called to order at 7:30 p.m. MEMBERS PRESENT: Mayor Dennis Siry, Deputy Mayor Smith, Trustee Tom Whalen, Trustee Michael O’Neill, Trustee Owen E. Murdock, Clerk/Treasurer Assistant to the Mayor Wendy O’Neill Mayor Siry welcomed all in attendance to the Special Board of Trustees Meeting and asked Chief Burton to lead the Pledge of Allegiance. The Mayor then presented a proclamation to Sabrina Walker, a resident who was honored for winning two gold medals in the 2022 Special Olympics Tennis competition. Mayor Siry congratulated her for outstanding accomplishments, her athletic ability and determination. The Mayor also invited Deputy Mayor Smith to share upcoming events: The Town of Babylon 150th anniversary parade will be on October 2nd at 2 p.m. on Great Neck Rd. by the LIRR to Tanner Park; VFW Annual Golf Outing is on September 26th at Bergen Point Golf Club; Amityville Rotary Club’s Apple Festival is on October 1st on Park Ave. in front of the school. Mayor Siry also announced that The Town of Babylon and John Sardiello American Legion Post 1634 will hold a POW Vigil on Friday, Sept. 16th at 7 p.m. at Town Hall; Save the Great South Bay Society Bay Clean Up is on Saturday September 24th at 8 a.m. leaving from at Yacht Services; the Historical Society Musicale is on Oct. 16th from 2 p.m. to 3:30 p.m. They will be holding their Autumn Historical Society dinner at Unqua Corinthian Yacht Club on Saturday, November 5th. This year’s honorees are Joan Donnison and Peter Hudson. The Mayor also invited the residents to Stop by The Lauder Museum in September to see the new exhibit. He then called for the Trustees’ Committee Reports for July/August (see attached reports) Department of Public Works (Trustee O’Neill) – Mayor Siry also thanked DPW for the excellent paving job they did on the area around the storm drains on Bayside Pl. and Anita Pl. He reported on the July/August 2022 activity: Hauled and disposed of 12.85 tons of municipal waste >Repaired four (4) wood composite picnic tables with tabletop metal supports and seating brackets. >Completed several beach maintenances issues regarding repair, maintenance, replacement, and seaweed removal 3X per week >Sealed the fresh air vent for the kitchen sink and resolved rodent issue >Monitor and sign for repairs, replacement and of new ongoing signage. Ordered sign material for the new upcoming, parking lot regulations >Reported an abandoned boat at the villages boat ramp hull to the Amityville police department. Numbers were not removed and the A.P.D. was able to locate the owned owner who was ordered to have it removed >Cleaned up and set up for the children’s swim/sail program award ceremony 1  Board of Trustees Meeting Minutes September 12, 2022 >Refurbished the buoy which was left in the Amityville River and replace >Cleared the east side of curb line of overgrown brush from Unqua Place, Maxine Postal Park >Watered the trees and the hanging planters >Completed the storm drain on Bayside Avenue, Anita Place and Mole Place. Repaired several potholes with 10 tons of asphalt at various locations thought the village >Grass cutting and weeding >Removed graffiti from under the LIRR viaduct >Ordered more benthic blankets to be placed in Avon Lake to combat the invasive parrot feathers. The blankets that were placed are going on 5 weeks and will be moved to cover other areas in the preserve. >Repaired the fuel dispensing pumps >We had five (5) P/T summer employees this year which helped getting the various jobs completed. They were all excellent and very professional. It was a pleasure to work with them. Their last day will be 08/17/2022. Two (2) will stay on for another week. He explained the boundaries of the affected parking areas and pointed out there are currently different hourly parking restrictions in the various parking fields, with no overnight parking in the Village. The proposed parking plan allows for one vehicle per person and no more than two per dwelling. Deputy Mayor Smith stated that this plan is a work in progress and the Trustees will remain flexible in their approach as the parking situation plays out. There will be no designated spots for residents; instead, they will park where there are openings. Trustee O’Neill noted that this is a part of an effort to standardize overnight parking, changes can be made, and in addition to Municipal Lot #5, there are other lots available to businesses to park. Public Comments: Robert Starchurski, 68 Hamilton St., expressed concern that if 30-60 spots out of 75 are taken by residents, there will not be ample parking for special events at the church or the dance studio, for example. Mayor Siry pointed out that when the building was used for office space there was an even greater demand for parking than what is anticipated when the one-bedroom apartment units are occupied. Janet Colletti, 17 Wellington Pl., questioned why the new tenants should be able to park at all, given their proximity to the LIRR. She also asked about Police enforcement of overnight parking by Oak St. Villa residents up to this point, and if they had been given parking permits as promised. Rich Griffin, 215 Broadway, proprietor of Anchor Coffee, disapproved of having his employees park in lots other than the one behind the building since they often arrive in early morning. He was also against employees having to move their cars every three hours and was concerned about the law’s effective date. Ginger Lee, 14 Marion Rd., speaking on behalf of employees of Amity Wellness, said she is concerned that residents may move their cars closer to the building at night and may not vacate spots by morning. Deputy Mayor Smith and Trustee O’Neill reminded attendees that the apartments are mainly one bedroom, and it is unlikely that 60 resident cars would be parked. They stated that the hearing is meant to solicit public input and they are also willing to meet with businesses to hear concerns. Dr. Erin Hurme, 108 Ocean Ave., brought up the fact that many residents now work from home in a post-COVID world skewing the existing parking ratios. She asked about the methodology to be used when giving out the parking passes and asked the Village to consider the needs of the businesses. The Board of Trustees finds upon the recommendation of the Chief of Police that a stop sign should be added on Griffing Avenue at South Bayview Avenue to supplement the stop signs recently added on South Bay-view Avenue at Griffing Avenue for the further safety of motor vehicles and pedestrians at such intersection Section 2. Section 172-48 of the Code of the Village of Amityville is hereby amended pursuant to 172-7 of said Code to add the following stop intersection: "Stop Sign/Signal on Direction of Travel at intersection of Griffing Avenue East South Bayview Avenue" Section 3, This local law shall take effect immediately. Mayor Siry advised that the Village does not want to promote the use of storage containers as a long-term solution. She asked about installing a storage shed and was advised to work with the Building Inspector on a solution. Davis King, 13 Sunset Ave., voiced concerns about parking on streets facing in the wrong direction, on curves as well as double parking. He asked that the APD write tickets for such disregard of the traffic code. He also suggested using diagonal parking on Broadway Rte. 110 to accommodate more cars, however, Mayor Siry explained that is not an option on State roads, per the Department of Transportation.
