Board of Trustees Meeting Minutes October 24, 2022 Meeting called to order at 7:30 p.m. MEMBERS PRESENT: Mayor Dennis Siry, Deputy Mayor Smith, Trustee Michael O’Neill, Trustee Owen E. Brooks, Jr. MEMBERS ABSENT: Trustee Tom Whalen ALSO PRESENT: Village Attorney Bruce Kennedy APD Chief Bryan Burton AFD Chief Gavin Budde DPW Superintendent Bruce Hopper Building Inspector Michael Breitweg Assistant to the Mayor Wendy O’Neill Mayor Siry welcomed everyone to the Special Board of Trustees Meeting and asked Retired Judge Debra Urbano-DiSalvo to lead the Pledge of Allegiance. He noted that Trustee Whalen and was unable to attend due to reasons beyond their control. Mayor Siry then presented a proclamation to Urbano-DiSalvo for 20 plus years of knowledgeable and dedicated service to the Village as a prosecutor and Village Justice, honoring her for her groundbreaking role as the first female elected official in the Village’s history. Judge Urbano-DiSalvo thanked all whom she has worked with, her friends and family for their tremendous support. Mayor Siry then asked Deputy Mayor Smith to share upcoming events which he did as follows: • The first of two public information meetings for the Library Bond Referendum is on Wed., Oct. 26th at 7 p.m. and the second is on Saturday, Nov. 5th at 1 p.m. Come hear about their plans for renovation and expansion. A special election for this takes place on Tuesday, Nov. 15th. • The Amityville Historical Society Autumn Dinner is coming up on Sat., Nov. 5th at Unqua Yacht Club. Call Ellen Ricciuti for information. • Election Day is Tuesday, November 8th. • Our annual Veterans Day commemoration will be at the Village Triangle on Friday, Nov. 11th, starting at 10:45 a.m. • The PBA Boat Parade is on November 12 at 5:30 pm and you can view it from the Amityville Beach. A fundraiser will follow at Unqua Corinthian Yacht Club to help offset medical expense for the Eickelberg family. Check the Amityville PBA Facebook page for information. • Holiday Tree lighting will be held on Saturday, Dec. 3rd at 5 p.m. • Mark your calendars for the Bay Village Civic Association holiday party Dec. 7th at 5 p.m. at The One. • Mayor Siry announced that on Sunday, Nov. 12th, the VFW Hall will be renamed after Eddie Asip, the only Amityville resident killed in Vietnam. The Village will also honor him on Veteran’s Day. Mayor Siry also wished a happy Dawili to Hindu neighbors as they celebrate the festival of lights on this day. He then presented a proclamation to the Hon. Justice Debra Urbano DiSalvo, the first female justice of the Amityville Justice Court. He offered his sincere thanks for her time and knowledge and wished her well in her future endeavors. He also welcomed Associate Court Justice Joe Calabrese who will move into that position. Judge DiSalvo-Urbano took the opportunity to thank her family and friends for their understanding and support over the past 25 years. He stated that because he buys and sells vehicles at auction, all he requires is the New Jersey license which is considered a “Pass Through” license. He maintained that this license enables him legally sell cars at his Amityville location. Village Attorney Bruce Kennedy recommended that the Village look into this matter. Mayor Siry then asked if Mr. Giambrone has adhered to the previous stipulations, which include removing vehicles and stacks of tires from Village property and clearing vehicles that are blocking driveways. He answered yes, however, the Mayor disagreed on the condition of the lot. Mr. Giambrone was also asked about a second automotive business, Dollars for Cars, operating at the premises. He reported that he was once told that he did not need to apply for separate licenses for his two businesses, and offered to bring in copies of previous licenses that he had once held. Ketcham Ave., asked about the location of the car chargers. Mayor Siry stated they will go in the rear of the Municipal lot on the westside. Local Law Request to approve Introductory Local Law No. 6 of the year 2022 (filed as Local Law 7 of 2022), to amend parking limits in certain of the Municipal Fields and to expand the Downtown Resident Parking Area Trustee O’Neill explained the employee parking restrictions have been removed from the law. John Chadwick, 69 Sterling Pl., questioned if there was a limit to how many passes would be issued. Trustee O’Neill replied yes – a maximum of two per unit for tenants of the old movie theater (221 Broadway). Most of the units are one bedroom. The building owner will require that the permits are turned in if someone moves out (contingent upon returning their security deposits). Janet Colletti, 17 Wellington Pl., expressed displeasure that permits were not previously given to residents of Oak Street Villas and stated new residents in the downtown should have to park at the LIRR to leave spaces for customers of businesses in the lots behind Broadway. He stated it would have a negative impact on his privacy, as his property is adjacent. He requested that giant arborvitae be planted as a barrier. He would prefer a pedestrian path to an active driveway. (Full comments attached) 7  Board of Trustees Meeting Minutes October 24, 2022 Marian Brindel, 112 Francesca Way, Homeowners Association President for Village Estates, complained that numerous accidents have occurred from the exit ramp of Rte. 110 onto Sunrise Highway west, which have repeatedly damaged the community’s fence. Mayor Siry offered to check with NYS Department of Transportation to assess this. She also asked if trapping feral cats is permitted under Village Code, to which the mayor, trustees and police chief responded that this activity is not prohibited. She later asked about motorcycles speeding on County Line Road and Sunrise Highway, especially at around 11 p.m., to which he stated Chief Burton is aware of the problem. Martin Rubin, 55 Sterling Pl., expressed his concern that future building will take away the charm of the neighborhood. He asked what the vision was for the Village, and Mayor Siry stated that he and the administration are focusing on a balance of housing types to attract more people and therefore more businesses and restaurants to the downtown. Mr. Rubin warned about traffic flow issues with the placement of the driveway on Sterling Pl. off John St. He hopes a traffic light will not be installed.
