Board of Trustees Meeting Minutes January 13th, 2025 The Board of Trustees Meeting was called to order at 7:00 p.m. MEMBERS PRESENT: Mayor Dennis Siry, Deputy Mayor Kevin Smith; Trustee Michael O’Neill, Trustee Owen Brooks, Jr, Trustee Roger Smith MEMBERS ABSENT: Village Attorney Bruce Kennedy ALSO PRESENT: APD Chief Bryan Burton AFD Chief Stephen Juliano DPW Superintendent Bruce Hopper Clerk/Treasurer Catherine Murdock Mayor’s Assistant Wendy O’Neill Mayor Siry welcomed everyone to the Board of Trustees Meeting. He asked Deputy Mayor Kevin Smith to give an update of upcoming events, which included: Bay Village Civic Association Brunch, Feb. 2nd 12-3 p.m. at Unqua Corinthian Yacht Club (UCYC); Bonko fundraiser at AFD March 29th and Mayor’s Social at UCYC, March 2nd. 3 – 7 p.m. Trustee O’Neill also added that the Trivia Night fundraiser is scheduled for the AFD on Feb. 1st. Mayor Siry then called for Committee Reports. Justice Court –November 2024 Trustee Roger Smith Department of Public Works – Jan. 2024 – Trustee O’Neill >Hauled and disposed of 1.49 tons of municipal waste, 3.49 tons C&D, 6.75 vegetated waste. >Hauled and disposed with a certificate of recycle and disposal for a 1200-pound Telsa Belly under-carriage battery obstructing the sidewalk IFO #42 Elm Pl. Carting and disposal Bill sent to property owner SCTM# 101- 004-001-110, Village Code 152-2 (encumbering sidewalks.) >Installed stop signs and stop lines at the intersection of Cooper Ave. and Grand Central North and South bound, Signs repairs/ replacement ongoing. 1 Board of Trustees Meeting Minutes January 13th, 2025 >Continue to remove and store Holiday decorations (various locations) also continuing to replace and repair parking lot and streetlighting. >Repaired a sink hole on Bayview Rd. also a sink hole in the NYSDOT sidewalk area east of Stop and Shop on the south side of Montauk Highway. >Street sweeping continues, weather permitting. >The Park Ave. MVA village property damage cost now is $5,313.55 labor and material. >Secured the premises of #61 Mole Place front and side storm doors and window on west side of house removed and disposed of an air conditioner. >Cleaning under the LIRR Viaduct trash, leaves, and dumped household debris from County Line Rd. East to Broadway. >Roadway sanding/salting including sidewalk de-icing snow event 01/06/2025. >Parking lot and park cleanup continues of trash/dumped debris and leaves. >Tree limb removal tree trimming ongoing. >Rebuilding the large shutters in the fireman’s pavilion for next summer season. >Assisted electrical contractor that handles our Musco Sports lighting repairing the lighting at the James Caples Memorial Park (Village beach). Four (4) lights were repaired and five (5) lights are still out. Wire harness melted somehow at the lamp head. Contractor will contact Musco for their recommendations for parts to replace/repair and be back to repair them. Also, the computer timers need to be replaced. The current repairs are under a ten-year Maintenance Agreement that Superintendent Hopper requested the BOT approve in June of 2015. It was approved but expires June 2025. We further inquired about possibly renewing the maintenance agreement and we found out that it is no longer offered by Musco. Moving forward, if there is a problem we would have to contact the electrical contractor directly, and repairs will be charged accordingly. Building Department –No report available Amityville Fire Department –November 2024 (Trustee Brooks) ALARM RESPONSE NUMBER OF ALARMS EMS/Rescue 100 Motor Vehicle Accident 4 Miscellaneous Fire 6 Carbon Monoxide Alarm 2 Structure Fire 21 Working Fire 1 Water Rescue 0 Technical Rescue 0 Standby 1 Vehicle Fire 1 Brush Fire 0 Burn Drill 0 Boat Fire 0 Total = 136 Fire Chief Stephen Juliano reported that a total of 1,825 alarms were handled in 2024 (1,529 EMS alarms including motor vehicle accidents). The Chief explained that the department’s response improved greatly in the second half of 2024, which was great work from the department. From July to December, the need for mutual 2 Board of Trustees Meeting Minutes January 13th, 2025 aid from other departments dropped from 5% to 2% and Mutual Aid provided to other departments increased from 62 calls to 170 calls. He was proud to report a reduction in Signal 3 alarms from 21% to 14% which also indicated a heightened response by AFD. Amityville Police Department – November 2024 (Trustee Brooks) Chief Burton stated that strong results were reported despite being down four officers due to retirement or injuries. He announced that PO Brian Governanti has been selected as the Police Officer of the Year. He does a fine job and leads the department in arrests. He also serves as liaison with the schools. He also credited Lt. Frank Caramanica for his outstanding work in gaining and maintaining the APD’s accreditaiton status. The Board of Trustees reserves the right to modify the days and times of free parking from time to time by further resolution 3. The parking fee established in §172-31 by the Code of the Village of Amityville shall remain in effect in Municipal Parking Field No 1 at all other times, except as specifically suspended herein. 4. Diane Mellish, 22 South Ketcham Ave., asked how the new ambulance is being paid. Mayor Siry responded, saying insurance funds received for ambulance calls. 9 Board of Trustees Meeting Minutes January 13th, 2025 Larry Saccone, 44 Salt Box Path, spoke of terrible pavement conditions on Broadway and Merrick Road that have cost him thousands in wheel and tire repairs. Mayor Siry agreed on the unacceptable conditions and explained that the Village is in touch with the Department of Transportation urging them to repair State-owned roadways. He informed the audience that there are also plans on the horizon for traffic calming on Broadway and a culvert project on Merrick Rd. which should not delay or deter the required maintenance. Kenneth Baldwin, 46 Riverleigh Pl., requested the Village join in disposing of Christmas wreaths from the veteran’s graves at Long Island National Cemetery this Saturday. Mayor Siry explained that as much as he would like to participate, the Village cannot incur labor costs/working volunteer hours outside of the Village. Mayor Siry offered to reach out to Town of Babylon which has greater resources. Request to approve Resolution 25-01-13-01 Resolution 25-01-13-01 That the GENERAL VILLAGE ELECTION for the Village of Amityville will be held in said Village Tuesday, the 18th day of March 2025 with the polls open between the hours of 7:00 am in the forenoon and 9:00 pm in the afternoon of that day, and that the places of voting in each of the eight (8) Election Districts in said Village shall be as follows: 7th Election District - AUFSD, Park Avenue School Gym, Park Avenue and Wanser Place (rear) 8th Election District - AUFSD, Park Avenue School Gym, Park Avenue and Wanser Place (rear) 9th Election District - AUFSD, Park Avenue School Gym, Park Avenue and Wanser Place (rear) 17th Election District - AUFSD, Amityville Memorial H.S. Gym, Merrick Road, (rear west entrance) th 26 Election District - AUFSD, Amityville Memorial H.S. Gym, Merrick Road, (rear west entrance) 63rd Election District - AUFSD, Park Avenue School Gym, Park Avenue and Wanser Place (rear) 117th Election District - AUFSD, Amityville Memorial H.S. Request to approve Resolution 25-01-13-02 Resolution 25-01-13-02 Authorizing parking in Municipal Field No. 1 at certain times without charge Whereas the success of the Downtown Revitalization Project has created a need for additional municipal off-street parking in the downtown area, and Whereas there is available municipal parking at the parking lot located on the north side of the Amityville railroad station during late afternoon and evening hours, Thursday – Sunday, and Whereas it is in the best interest of the Village to provide additional free parking to encourage residents and other persons to shop and dine in the downtown area of the Village, and Whereas the Board of Trustees has the authority to establish, modify and suspend parking fees for municipal parking fields within the Village NOW THEREFORE IT IS RESOLVED AS FOLLOWS: 1. The Board of Trustees hereby suspends the requirement to pay to park in Municipal Parking Field No 1 from 6 p.m. to 2 a.m. Thursday, Friday, Saturday and Sunday until 2 a.m. each week until further notice 2. The Board of Trustees reserves the right to modify the days and times of free parking from time to time by further resolution 3. The parking fee established in §172-31 by the Code of the Village of Amityville shall remain in effect in Municipal Parking Field No 1 at all other times, except as specifically suspended herein. 4.
