City of Anderson Minutes of the Regular Meeting: September 29, 2015 Board of Public Works PRESENT: Pete Heuer, Chairman Michael Farmer Nara Manor Jason Fenwick Charlie Jones, Member Mike Spyers Ryan Paschal Ashley Hopper, City Attorney Ken de la Bastide Mike Frischkorn José Espinoza, Acting Recording Secretary Erich Ewald Stephon Blackwell APPROVAL OF MINUTES The meeting was called to order at 3:00 p.m. by Chairman Pete Heuer. The minutes of the September 22, 2015 meeting were presented. Member Jones made a motion to accept the minutes as presented. Chairman Heuer seconded. Motion passed unanimously. NEW BUSINESS: APPROVE AGREEMENT BETWEEN CITY OF ANDERSON AND ANDERSON IMPACT CENTER Mike Frischkorn, Deputy Director of Economic Development asked the Board to approve the recommendation of an agreement between the City of Anderson and the Anderson Impact Center (“AIC”). He stated that the purpose of this agreement is to provide a framework for providing funding for various workforce training initiatives provided by the Anderson Impact Center. Mr. Frischkorn also stated that the City of Anderson agrees to provide funds not to exceed $43,000.00 to support the program and that funding would be on a reimbursement basis only when the AIC has provided all documentation required. He added that the AIC shall serve 40 clients through the Criminal Justice Program and 60-75 seniors through the Impact Senior Program. Member Jones moved to recommend to the Mayor the agreement between the AIC and the City of Anderson for workforce training initiatives. Chairman Heuer seconded. Motion passed unanimously. APPROVE ANNUAL CONTRACT FROM MACALLISTER FOR SUPPORT SERVICES Nara Manor, Superintendent for Water Pollution Control asked the Board to approve the quote from MacAllister for support services and maintenance for backup generators in the amount of $11,320.00. Ryan Paschal from Water Pollution Control stated that this agreement would provide two rounds of preventative maintenance, annual load testing, and fuel/antifreeze sampling and testing. Nara Manor added that it is a benefit to have the generators in working condition in case of any power outage. Member Jones moved to approve the quote from MacAllister for support services and maintenance. Chairman Heuer seconded. Motion passed unanimously. APPROVE SERVICE AGREEMENT BETWEEN THE CITY OF ANDERSON AND CURRY & ASSOCIATES Mike Spyers, City Engineer requested that the Board approve the Master Service Agreement between the City and Curry & Associates to cover on-call work required by the IURC. Member Jones moved to approve the Master Service Agreement between the City and Curry & Associates. Chairman Heuer seconded. Motion passed unanimously. SET DATE TO ACCEPT SALT BIDS Chairman Heuer noted that the title on the agenda was “Set Date to Accept Salt Bids” and should have been “Accept Quotes for Salt”. Member Jones moved to table the request from the Street Department to accept quotes for salt. Chairman Heuer seconded. Motion passed unanimously. MISCELLANEOUS OLD BUSINESS APPROVAL OF CLAIMS With no further business coming before the Board, claims were presented in the amount of $7,073,207.13. Member Jones made the motion to pay the bills and Chairman Heuer seconded. Motion passed unanimously.
