City of Anderson Minutes of the Regular Meeting: December 15, 2015 Board of Public Works PRESENT: Pete Heuer, Chairman Mike Spyers John Inholt Charlie Jones, Member Tony Pochard Michael Farmer Ashley Hopper, City Attorney Sam Pellegrino Sheila Ashley José Espinoza, Acting Recorder Ken de la Bastide CALL TO ORDER The meeting was called to order at 3:01 pm by Chairman Pete Heuer. APPROVAL OF MINUTES The minutes of the December 8, 2015 meeting were presented. Member Jones made a motion to accept the minutes as presented. Chairman Heuer seconded. Motion passed unanimously. NEW BUSINESS: ACCEPT BIDS FOR 2016 FUEL CONTRACT The following bid was opened from Petroleum Traders Corporation. Ultra-Low Sulfur #2 Diesel Fuel Cost from Refinery per Transport Gallon $1.1423 State Motor Fuel Tax For Clear Fuel $0.16 Transit Cost per Gallon $0.037 *Superfund N/A Vender Add-On $0.037 Lust $0.001 Oil Spill $0.0019 Inspection $0.01 Net Cost $1.3892 Member Jones moved to send the bids to CATS in order to allow them time to evaluate it and give their best recommendation. Chairman Heuer seconded. Motion passed unanimously. AWARD BID FOR 2016 DIESEL FUEL CONTRACT Tony Pochard, Director of Municipal Light & Power recommended that the Board award the 2016 Diesel Fuel Contract to Petroleum Traders Corporation. Mr. Pochard stated that only the following bid was received. Product #1 Diesel #2 Diesel Rack Price Per Gallon $2.0220 $1.2260 Vendor Add-On for Delivery by Transport Truck $0.0266 $0.0266 Total for Delivery by Transport $2.0486 $1.2526 Vendor Add-On for Delivery by Tank Wagon $0.175 $0.175 Total for Delivery by Tank Wagon $2.197 $1.401 He added that the proposed price is reasonable and is 49.6% ($1.2323) less than the 2015 price of $2.485 for fuel delivered by transport truck. Member Jones moved to award the 2016 Diesel Fuel Contract to Petroleum Traders Corporation. Chairman Heuer seconded. Motion passed unanimously. APPROVE INDOT / LPA AGREEMENT FOR THE DESIGN OF THE RxR TRESTLE Mike Spyers, City Engineer requested that the Board approve an INDOT / LPA Agreement for the design of the RxR Trestle over the White River for a Pedestrian Walkway. Member Jones moved to approve an INDOT / LPA Agreement for the design of the RxR Trestle. Chairman Heuer seconded. Motion passed unanimously. MISCELLANEOUS: NONE OLD BUSINESS: NONE APPROVAL OF CLAIMS With no further business coming before the Board, claims were presented in the amount of $4,063,637.38. Member Jones made the motion to pay the bills as presented. Chairman Heuer seconded. Motion passed unanimously.
