He went on to acknowledge all commissioners input was considered, reviewed all the results, and appreciated all heartfelt comments. Council Member Lumm requested Howard Lazarus to share the scores and feedback from all the panels to the commission regarding the police chief interview panels. APPROVAL OF AGENDA A motion to approve the agenda was made by Lisa Jackson, and seconded by Mohommad Othman. All approved on voice vote. PUBLIC COMMENT Shirley Beckley and Mark Corey A APPROVAL OF MINUTES Councilmember Lumm commented the minutes need to include the attendance and attendees. A motion to accept April's minutes was made by Chair Stephens and seconded by Zaynab Elkolaly. Approved with changes 19-1125 Independent Community Police Oversight Commission, April 30, 2019 A motion was made by Stephens, seconded by Youth Rep. Elkolaly, that the Minutes be Approved by the Commission and forwarded to the City Council. B OLD BUSINESS Candidates for Chair and Vice Chair Interim Chair Stephens asked which candidates decided to run for Chair and Vice Chair; Chair: Commissioner Elkolaly and Commissioner Stephens. Vice Chair: Commissioner Jackson and Commissioner Othman. Motion is on the floor to hold the election tonight. A roll call vote took place the motion passed to hold the election tonight. Robin Stephens is elected Chair and Lisa Jackson is elected Vice Chair. A motion to elect officers tonight was made by [City Councilmember] [Lumm]* COMMISSIONER ELKOLALY, and seconded by Commissioner Santacroce. Elkolaly, Jackson, Evans, Todoro-Hargreaves, Stephens, and Billups Nays: 2- Caldwell, and Othman Absent: 1- Moore C NEW BUSINESS Sec.1:212. - Same-Purpose Chair Stephens asked the commissioners "What does it mean to strengthen police community relations; what does it look like?" "How do we implement that?" Next meeting Commissioners Hargreaves and Elkolaly will draft our vision statement and forward to Chair Stephens, please provide by June 21, 2019 to include in our next meeting package. Councilmember Lumm discussed the National Citizen Satisfaction Survey is the only data we have accumulated presently she will email the City of Ann Arbor Page 3 Independent Community Police Meeting Minutes - Final May 28, 2019 Oversight Commission most recent three pages dedicated to public safety. Commissioner Caldwell want to establish an outreach committee to discuss at our next meeting. Sec.1:215. - Same - Incident review Councilmember Ramlawi discussed Section 8 - 1.215 the department will make available a information manager, to help address our needs in conjunction with a subcommittee to gather information from the police. Sec.1:215. - (3) Complaint procedures Chair Stephens discussed complaint policy statement and a suggestion that one commissioner per complaint. All complaints should come directly to ICPOC. Presently the commission response is after the police review. A discussion on the process from police department to commission in a timely manner. After police have completed their finding, then commission can review. Commissioners suggest any response to complaints should come from us especially if complaints are received on our site, and no single person should respond, response represents all of us. Councilmember Ramlawi discussed after the police are finish, this commission can do fact finding. Councilmember Lumm suggest to designate a community liaison in Section 1:217 - Same -Community relations. Have the City Attorney walk us through the procedures (at another meeting). Chair Stephens discussed next meeting complaint procedures- all complaints available for upcoming meetings starting from April 30, 2019. Acting Chief Forsberg discussed giving the department adequate notice to prepare any re-occuring information to review at ICPOC meetings. D NEXT AGENDA ITEMS NACOLE ( National Association for Civilian Oversight of Law Enforcement) Who is interest in attending the convention? https://www.nacole.org/annual_conference Chair Stephens discussed the National Association for Civilian Oversight of Law Enforcement NACOLE convention in Detroit beginning Sunday, September 22, 2019 at 12:00 p.m. through September 26, 2019. F COMMUNICATIONS Chair Stephens discussed the Citizen Academy and Ride Along with the AAPD she encouraged commissioners to sign up. PUBLIC COMMENT Laurie Saginaw Acting Police Chief Forsberg invited the commissioners to attend the Public Safety Open House on Saturday, June 8, 2019. ADJOURNMENT A motion to adjourn was made by Chair Stephens and second by Commissioner Hargreaves. All approved on a voice vote.
